Can China and the United States bridge their political differences? Are those differences as large as conventional wisdom suggests? Thirty years after formal U.S.-Chinese diplomatic relations were established, A Bridge Too Far? addresses these essential questions by bridging the academic divide separating scholars who study these countries from Chinese and Western political science perspectives. Rather than bringing together China specialists exclusively, then, this book allows a broad range of scholars using Western analytical tools to examine Chinese politics and political theory in relation to the United States. It also allows Chinese scholars to examine specific policy areas related to countries and thereby confirm or contest the broader analysis offered by their outsider counterparts. Some of the contributors are Chinese specialists, a number having played key roles as advisors to the central government, others students of American politics, and stilll others political economists or political theorists who are not involved directly in area studies. Finally, some are academically trained but work in China in the area of environmental regulation or are legal advisors for state-owned businesses. In all, the contributors bring extensive experience with China, and all see commonalities beneath the obvious and deep differences between the two nations. Emerging from an ongoing face-to-face dialog, the book unites this unusual group to uncover genuine areas of overlap between the politics of the two nations without diminishing the very real distance separating them. The essays included discuss topics such as China's democratic prospects and the rise of local village elections, the role of interest groups, Chinese political and legal reforms and developments regarding intellectual property rights and environmental regulation, Western and Chinese political philosophy, and Sino-American foreign policy interactions.

Conventional wisdom holds that the President enjoys the preponderance of foreign policy power, however Congress has influenced China policymaking more than is generally recognized. The legislature has demonstrated consistent interests in the realm of China policy, and it has invariably pursued those interests through law-making. During the post-Cold War period in particular, the Sino-U.S. relationship has evolved in a radically changing international environment, marked by a power transition inherent in China's rise. The development of official relations between Washington and Beijing during the Cold War occurred in the shadow of an assertive Soviet power, when the United States and China were able to find common geopolitical ground in opposing Soviet expansion while overlooking longstanding political disagreements. The dissolution of the Soviet empire, however, put the United States and China on a new geostrategic footing. Political disagreements were no longer exempted in light of a counter-Soviet strategy, and the reduction in concern for the Soviet threat allowed policymakers in Washington to more aggressively pursue trade interests that conflicted with those of China. Given this international context, this book aims to discern how Congress reconciled competing Sino-U.S. interests in a post-Cold War era, when external threats no longer dictated an apparent hierarchy that favored China over the Soviet Union. This work will be of interest to students and scholars of US foreign policy, China Studies and international relations in general.

Michael Likosky examines the continuities and discontinuities between colonial and present-day high tech transnational legal orders. His concern is specifically with the colonial characteristics of the legal order which underpins the global high tech economy. He distinguishes the democratic and human rights rhetoric of this economy from a reality wherein the legal order is often used to reproduce colonial-type relationships. Just as in the colonial period, the expansion of trans-border commerce overlaps with democratic demands and human rights in complex, multifaceted and paradoxical ways. Through a case study looking at Malaysia's Multimedia Super Corridor, a high tech national development plan and foreign direct investment scheme, he examines how the transnational leaders of the high tech economy along with the Malaysian political elite react when human rights problems threaten to derail commercial plans.
