This Directive reissues DoD Directive 1400.20 DoD Program for Stability of Civilian Employment, August 13, 1971 (hereby canceled) and: (1) Establishes basic policy concerning the Department of Defense Stability of Civilian Employment Program. (2). Assigns responsibilities for maintaining its continuity and effectiveness. (3). Authorizes, under DoD Directive 5025.1 Department of Defense Directives System, October 16, 1980, the following publications: (a). DoD 1400.20-1-M, DoD Program for Stability of Civilian Employment Policies. (b). DoD 1400.20-2-M, Counseling Manual for DoD Program for Stability of Civilian Employment. (c). DoD 1400.20-3-M, DoD Program for Stability of Civilian Employment Program Evaluation Guidelines.

Book Description

The purpose of the publication is to provide guidance in evaluation compliance with the spirit, intent and policies applicable to the DoD Program for Stability of Civilian Employment - with primary emphasis on the Priority Placement Program (PPP). Activities will take all reasonable and prudent actions to implement a responsive Priority Placement Program consistent with the merit system principles contained in DoD 1400.20-1-M and the Federal Personnel Manual. These evaluation guidelines have been prepared primarily to explain Department of Defense (DoD) concepts for evaluating the PPP and to be used as a guide by those engaged in evaluation. It should be of assistance in discerning significant facts, drawing valid conclusions from the facts, and reporting findings and recommendations. This Manual has several specific aims in PPP: (1) Provide evaluators with a comprehensive procedure for use in planning and conducting review, (2) Supply a common basis for uniform evaluation coverage, interpretation, and analysis, (3) Serve as a guide for on-the-job training of personnelists and self-evaluation by personnel officers and staff; and (4) Provide guidance for maintaining quality control over the PPP.

Integrating Civilian Agencies in Stability Operations

How can the Army help make key civilian agencies more capable partners in stability, security, transition, and reconstruction (SSTR) operations? The authors identify the civilian agencies that should be involved in such operations, then locate the necessary skill sets. They then assess the capacity of the civilian agencies to participate in SSTR operations and analyze the recurring structural problems that have plagued their attempts to do so.

Approximately 200,000 servicemembers transition from military service to civilian life each year. Servicemembers typically receive extensive, high-quality training and experience during their military careers and acquire skills that can prepare them for a wide range of civilian jobs. However, although many of these acquired skills translate to the civilian workforce, servicemembers and veterans may experience difficulty finding civilian jobs after leaving the military and may face costly and duplicative retraining to obtain credentials for civilian occupations. This report examines (1) the steps that the Department of Defense (DOD) has taken to address reported challenges to transferring military skills and experience to the civilian workforce, and (2) what is known about the effectiveness of DOD’s Credentialing Programs, including their effect on military recruitment and retention.
