This Comprehensive Conservation Plan is the culmination of a planning process that began in February 1998. Numerous meetings with the public, the state, and conservation partners were held to identify and evaluate management alternatives. A draft Comprehensive Plan and Environmental Assessment was distributed in December 2000.
