The Supplemental Environmental Impact Statement/Environmental Impact Report/Plan Amendment (Supplemental EIS/EIR) is in response to an amendment to an application for a Right-of-Way (ROW) grant authorizing the construction, operation, maintenance, and decommissioning of a solar photovoltaic generating facility known as the Palen Solar Project (Project) and the transmission of energy generated by the Project to the grid via Southern California Edison's Red Bluff Substation. The project area is in eastern Riverside County, California and covers approximately 4,200 acres of land managed by the BLM.

Chevron Energy Solutions (CES) is proposing to develop a 45-megawatt (MW) solar photovoltaic (PV) plant and associated facilities on 516 acres of federal land managed by the Bureau of Land Management (BLM). The site of CES's proposed action is located on unincorporated land in the Mojave Desert, approximately eight miles east of Lucerne Valley.
