This document supersedes SAE J1979 SEP1997, and is technically equivalent to ISO/DIS 15031-5:April 30, 2002. This SAE Recommended Practice is intended to satisfy the data reporting requirements of On-Board Diagnostic (OBD) regulations in the United States and Europe, and any other region that may adopt similar requirements in the future. This document specifies: a. Message formats for request and response messages, b. Timing requirements between request messages from external test equipment and response messages from vehicles, and between those messages and subsequent request messages, c. Behavior of both the vehicle and external test equipment if data is not available, d. A set of diagnostic services, with corresponding content of request and response messages, to satisfy OBD regulations, This document includes capabilities required to satisfy OBD requirements for multiple regions, model years, engine types, and vehicle types. Those regulations are not yet final for some regions, and are expected to change in the future. This document makes no attempt to interpret the regulations and does not include applicability of the included diagnostic services and data parameters for various vehicle applications. The user of this document is responsible to verify the applicability of each section of this document for a specific vehicle, engine, model year and region. When a requirement is introduced in one region, it will later also become a requirement in another region. The ISO task force responsible for ISO 15031-5 and the SAE task force work closely together to maintain consistency in diagnostic reporting requirements in these two documents, and to ensure usability of these documents for all regions. The goal is to maintain identical technical content in the two documents, but this document may need to change if additional capabilities are required for the U.S. before the ISO document can be modified to include those changes.

This SAE Recommended Practice defines diagnostic test modes, and request and response messages, necessary to be supported by vehicle manufacturers and test tools to meet the requirements of the California OBD II and Federal OBD regulations, which pertain to vehicle emission-related data only. In addition, capabilities are defined that are intended to meet other Federal and State regulations pertaining to related issues such as Inspection and Maintenance (I/M) and service information availability. This SAE Recommended Practice supersedes SAE J1978 FEB1998, and is technically equivalent to ISO/DIS 15031-4:December 14, 2001. This document is intended to satisfy the requirements of an OBD scan tool as required by U.S. On-Board Diagnostic (OBD) regulations. The document specifies: a. A means of establishing communications between an OBD-equipped vehicle and external test equipment, b. A set of diagnostic services to be provided by the external test equipment in order to exercise the services defined in SAE J1979, c. Conformance criteria for the external test equipment. Differences from ISO Document The ISO 15031-4 document is intended to satisfy the requirements of OBD requirements in countries other than the U.S., and includes functionality not required or not allowed in the U.S. Notable exceptions are: a. Proposed U.S. OBD regulations will allow ISO 15765-4 as an allowable OBD serial data link at 500 kbps only. Only those provisions of ISO 15765-4 that pertain to 500 kbps are required to be supported by an SAE J1978 diagnostic scan tool. b. Proposed U.S. OBD regulations will not allow greater than 20 V at the SAE J1962 connector. Only the Type A connector as defined in SAE J1962 needs to be supported by an SAE J1978 diagnostic scan tool. Differences between the documents are highlighted in the technical requirements sections of this document. This SAE Recommended Practice describes the implementation of Enhanced Diagnostic Test Modes, which are intended to supplement the legislated Diagnostic Test Modes defined in SAE J1979. Modes are defined for access to emission related test data beyond what is included in SAE J1979, and for non-emission related data. This document describes the data byte values for diagnostic messages transmitted between diagnostic test equipment, either on-vehicle or off-vehicle, and vehicle electronic control modules. No distinction is made between test modes for emission related and non-emission related diagnostics. These messages can be used with a diagnostic serial data link such as described in SAE J1850 or ISO 9141-2.For each test mode, this document includes a functional description of the test mode, request and report message data byte content, and an example if useful for clarification. J2190 is being canceled as it is very old document and has very little current use. This has not been superseded by any later SAE documents, but has been superseded by some ISO documents, which at a very high level include information that was in SAE J2190, but go into considerably more detail. ISO 14230-3: 1999 is intended for ISO 14230 (ISO 9141 based) serial data links, ISO 15765-3:2004 is intended for ISO 15765 (CAN) data links, and ISO 14229-1:2006 is "Unified Diagnostic Services" intended for all current and future serial data links.
