Since the 1930s the state has played a primary role in the development process of Latin American countries, and political systems have had strong corporatist and authoritarian-centralist features. In the last several years, as that role has become increasingly incompatible with neoliberal reforms and the requirements of a transition to democracy, state power has been significantly decentralized, and the state has withdrawn from direct intervention in the economy. This book examines the consequences of the redefinition of the state for processes of democratization and statecivil society relations. }Since the 1930s the state has played a primary role in the development process of most Latin American countries, and political systems have had strong corporatist and authoritarian-centralist features. The first part of the volume addresses the changing nature and interaction of the state and the market in Latin American countries, as well as the principal challenges of consolidating political and economic reform in a period of profound change. The second part of the book examines a variety of traditional and non-traditional political roles, ranging from the military to women, and from the environmental lobby to human rights. It explores the ways in which the changing composition of the political debate is shaping the political arena. Forward looking in its approach, to volume provides readers with an indication of factors which will be of key significance in the immediate future, the tensions which have yet to be resolved and the prospects ahead.

State Building in Latin America diverges from existing scholarship in developing explanations both for why state-building efforts in the region emerged and for their success or failure. First, Latin American state leaders chose to attempt concerted state-building only where they saw it as the means to political order and economic development. Fragmented regionalism led to the adoption of more laissez-faire ideas and the rejection of state-building. With dominant urban centers, developmentalist ideas and state-building efforts took hold, but not all state-building projects succeeded. The second plank of the book's argument centers on strategies of bureaucratic appointment to explain this variation. Filling administrative ranks with local elites caused even concerted state-building efforts to flounder, while appointing outsiders to serve as administrators underpinned success. Relying on extensive archival evidence, the book traces how these factors shaped the differential development of education, taxation, and conscription in Chile, Colombia, Mexico, and Peru.

Lewis and Able examine the economic relationship between Latin America and the 'advanced' countries since their independence from Spanish and Portuguese rule. They reinterpret the significance of Latin America's external connections through juxtaposing Latin America and the British scholars from different ideological and intellectual backgrounds. This work is of considerable importance in promoting comparative work in development studies of Latin America and the Third World.

Latin America has been one of the critical areas in the study of comparative politics. The region’s experiments with installing and deepening democracy and promoting alternative modes of economic development have generated intriguing and enduring empirical puzzles. In turn, Latin America’s challenges continue to spawn original and vital work on central questions in comparative politics: about the origins of democracy; about the relationship between state and society; about the nature of citizenship; about the balance between state and market. The richness and diversity of the study of Latin American politics makes it hard to stay abreast of the developments in the many sub-literatures of the field. The Routledge Handbook of Latin American Politics offers an intellectually rigorous overview of the state of the field and a thoughtful guide to the direction of future scholarship. Kingstone and Yashar bring together the leading figures in the study of Latin America to present extensive empirical coverage, new original research, and a cutting-edge examination of the central areas of inquiry in the region.

Latin America suffered a profound state crisis in the 1980s, which prompted not only the wave of macroeconomic and deregulation reforms known as the Washington Consensus, but also a wide variety of institutional or 'second generation' reforms. 'The State of State Reform in Latin America' reviews and assesses the outcomes of these less studied institutional reforms. This book examines four major areas of institutional reform: a. political institutions and the state organization; b. fiscal institutions, such as budget, tax and decentralization institutions; c. public institutions in charge of sectoral economic policies (financial, industrial, and infrastructure); and d. social sector institutions (pensions, social protection, and education). In each of these areas, the authors summarize the reform objectives, describe and measure their scope, assess the main outcomes, and identify the obstacles for implementation, especially those of an institutional nature.
