European Port Cities in Transition

Seaports, as part of urban centers, play a major role in the cultural, social and economic life of the cities in which they are located, and through the links they provide to the outside world. Port-cities in Europe have faced significant change, first with the loss of heavy industry, emergence of Eastern European democracies, and the widening of the European Community (now European Union) during the second half of the twentieth century, and more recently through drivers to change including the global Sustainable Development Agenda and the European Union Circular Economy Agenda. This book examines the role of modern seaports in Europe and consider how port-cities are responding to these major drivers for change. It discusses the broad issues facing European Sea Ports, including port life cycles, spatial planning, and societal integration. May 2019 saw the 200th anniversary of the first steam ship to cross the Atlantic between the US and England, and it is just over 60 years since the invention of the modern intermodal shipping container – both drivers of change in the maritime and ports industry. Resolution of Land Use and Port Access Conflicts at Inland Waterway Ports


Book Description

In the last two decades, urban redevelopment of waterfront areas has accelerated. The historical significance of these areas, coupled with their unique visual amenities, have resulted in major renewal efforts in many cities. The competition between the waterway navigation industry and redevelopment interests for scarce waterfront land has resulted in conflicts. Congestion along the access routes to existing ports and terminals has affected the ability to move goods efficiently to and from the waterfront. This report presents the results of an investigation into waterfront redevelopment issues and conflicts that arise related to landside access to ports and terminals. Guidelines are presented that address some of the problems that arise during the development of waterfront development projects and in planning adequate transportation access. These guidelines focus on developing mechanisms to improve communication among the individuals and agencies involved it the planning process. They include such activities as information dissemination and the establishment of committees with broad representation. Application of these guidelines by water transportation interests, urban planners, transportation engineers, and community officials may alleviate some of the conflicts and enhance the planning process. The report concludes with recommendations for actions to be taken to insure that the results of this investigation are considered for implementation by waterway navigation interests and in the planning process.







The proposal for a national policy statement on ports


Book Description

National Policy Statements (NPS) are a key component of the new planning system for nationally significant infrastructure projects, introduced by the Planning Act 2008. The Act stipulates that a proposal for a National Policy Statement will be subject to public consultation and allows for parliamentary scrutiny before designation as national policy by the Secretary of State. The draft Ports National Policy Statement (Department for Transport, 2009) has been welcomed by many organisations as a good start which can be built upon. The Committee has recommended a number of modifications and expects the Department will improve the draft as a result of the consultation and scrutiny processes. The Committee has reservations regarding the Government's 2007 policy for ports and the lack of guidance on location for port development in the NPS but this, of itself, does not make the NPS unfit for purpose. But the Committee cannot recommend designation at this stage on two counts. Firstly, a key, related policy statement - the National Networks NPS - has yet to be published. Secondly, the organisation likely to be one of the principal decision-makers for port development - the Marine Management Organisation - has yet to be established and so has been unable to comment on guidance that will be of great importance to its role. These are fundamental flaws in the consultation process and the Ports NPS should not be designated until they are rectified.
