In several parts of the world, countries are undergoing economic, social, and political transitions, enhanced and accelerated by the forces of globalization. These transition economies can serve as laboratories for understanding the innovation process. This volume features original theoretical and empirical research. It offers the first comprehensive view of innovation system development in the context of small catching-up economies. Smallness, path dependency, and latecomer status of such economies create some inherent limitations for their innovation systems, but these special characteristics can offer advantages as well. For example, smallness is often related with increased flexibility and shorter reaction times, while latecomers can benefit from earlier experiences of their more advanced neighbors. Path-dependency highlights the fact that the innovation system development processes are considerably influenced by the past experience of a particular country or region. The Political Economy of Innovation

Innovation is the turning of ideas into concrete realities. To the extent that this process is an economic one, it must also be subject to political decisions, and these determine which ideas are to have resources made available for their in novation. This book attempts to trace the relationship between ideas, resources and politics. Chapter I deals with the way economic innovation depends both upon markets and upon interference with markets. Schumpeter taught us how market power is essential for innovation. This chapter stresses that the inverse is also true: Innovation can take place wherever there is market power. A most important corollary of this, is that failure to develop any particular type of market power, need not prevent innovation from happening. It will then take place under the protection of whatever market power there is, and it will be geographically located wherever that market power is effective. Chapter II identifies and seeks to fill a major gap in the literature on innova tion, by showing how important modern marketing has become for providing the conditions under which money may be rationally invested at high risk to get new things done. Marketing monopoly, or Persuasive market power, is now at least as important as the market power of Capability, or as the several types of Specific market power, in interference with market forces. It is therefore equally important for innovation.

Scholars in the science and technology field have not collectively questioned, much less proposed, an agenda for policy makers. Now is an appropriate time for such an undertaking. First, there is a growing belief that the U.S. national research and development system, like that of many industrial nations, is changing due to global competitive pressures and advancements in information technology and electronic commerce. The Economics of Persistent Innovation: An Evolutionary View

William Latham Christian Le Bas Persistence of firm innovative behavior became an important topic in applied industrial organization with the publication of the seminal empirical work of P. Geroski and his colleagues (1997). Evidence that firms innovate persistently has led previous studies to focus on the determinants of innovation persistence and on its heterogeneity across industries, technologies and countries. The aims of this book are: (1) to illumine the scale and scope of the phenomenon of persistence in innovation, and (2) to account for the principal factors that explain why some firms innovates persistently and others do not. Because this book deals intensively and extensively with the subject of firm innovation persistence, which is not, as yet, a well-known term, we need to provide a nontrivial definition of it that encompasses the full range topics we want to address and aids our understanding of how they are related to each other. We begin with a careful identification of "innovation. " Our first definition is drawn from K. Pavitt (2003), "innovation processes involve the exploration and exploitation of opportunities for a new or improved product, process or service, based either on an advance in technical practice or a change in market demand, or a combination of the two. " While this definition is clear, and conforms well to both our empirical and theoretical perspectives, some elaboration may help to clarify the concept.
