Explaining Economic Backwardness

This monograph is about an exciting episode in the intellectual history of Europe: the vigorous debate among leading Polish historians on the sources of the economic development and non-development, including the origins of economic divisions within Europe. The work covers nearly fifty years of this debate between the publication of two pivotal works in 1947 and 1994. Anna Sosnowska provides an insightful interpretation of how local and generational experience shaped the notions of post-1945 Polish historians about Eastern European backwardness, and how their debate influenced Western historical sociology, social theories of development and dependency in peripheral areas, and the image of Eastern Europe in Western, Marxist-inspired social science. Although created under the adverse conditions of state socialism and censorship, this body of scholarship had an important repercussion in international social science of the post-war period, contributing an emphasis on international comparisons, as well as a stress on social theory and explanations. Sosnowska's analysis also helps to understand current differences that lead to conflicts between Europe's richest and economically most developed core and its southern and eastern peripheries. The historians she studies also investigated analogies between paths in Eastern Europe and regions of West Africa, Latin America and East Asia.




Russia on the Danube


Book Description

One of the goals of Russia’s Eastern policy was to turn Moldavia and Wallachia, the two Romanian principalities north of the Danube, from Ottoman vassals into a controllable buffer zone and a springboard for future military operations against Constantinople. Russia on the Danube describes the divergent interests and uneasy cooperation between the Russian officials and the Moldavian and Wallachian nobility in a key period between 1812 and 1834. Victor Taki’s meticulous examination of the plans and memoranda composed by Russian administrators and the Romanian elite underlines the crucial consequences of this encounter. The Moldavian and Wallachian nobility used the Russian-Ottoman rivalry in order to preserve and expand their traditional autonomy. The comprehensive institutional reforms born out of their interaction with the tsar’s officials consolidated territorial statehood on the lower Danube, providing the building blocks of a nation state. The main conclusion of the book is that although Russian policy was driven by self-interest, and despite the Russophobia among a great part of the Romanian intellectuals, this turbulent period significantly contributed to the emergence, several decades later, of modern Romania.




PISA Education in Eastern Europe and Central Asia Findings from PISA

Countries in Eastern Europe and Central Asia have clear aspirations to strengthen civic participation and increase prosperity for all. A highly skilled and knowledgeable population is critical to achieving these goals, which makes creating and maintaining high quality and equitable education systems a vital part of regional development efforts. Results from the Programme for International Student Assessment (PISA) show that learning outcomes in the region have generally improved, but that the improvement has not been equitable. While countries in the region are producing some of the top performing students in the world, many other students are being left behind. This report, jointly developed by OECD and UNICEF, analyses PISA data in detail to identify the strengths, challenges and unique features of education systems in Eastern Europe and Central Asia. Drawing upon a rich knowledge base of education policy and practice in the region, it makes recommendations about how systems in the region can provide an excellent education for all students. A New Ecological Order

The rise of industrial capitalism in the nineteenth century forged a new ecological order in North American and Western European states, radically transforming the environment through science and technology in the name of human progress. Far less known are the dramatic environmental changes experienced by Eastern Europe, in many ways a terra incognita for environmental historians and anthropologists. A New Ecological Order explores, from a historical and ethnographic perspective, the role of state planners, bureaucrats, and experts—engineers, agricultural engineers, geographers, biologists, foresters, and architects—as agents of change in the natural world of Eastern Europe from 1870 to the early twenty-first century. Contributors consider territories engulfed by empires, from the Habsburg to the Ottoman to tsarist Russia; territories belonging to disintegrating empires; and countries in the Balkan Peninsula, Central and Eastern Europe, and Eurasia. Together, they follow a rhetoric of “correcting nature,” a desire to exploit the natural environment and put its resources to work for the sake of developing the economies and infrastructures of modern states. Will the increased economic connectivity across the Eurasian supercontinent transform Europe into the western peninsula of Greater Eurasia? The unipolar era entailed the US organising the two other major economic regions of the world, Europe and Asia, under US leadership. The rise of “the rest”, primarily Asia with China at the centre, has ended the unipolar era and even 500-years of Western dominance. China and Russia are leading efforts to integrate Europe and Asia into one large region. The Greater Eurasian region is constructed with three categories of economic connectivity – strategic industries built on new and disruptive technologies; physical connectivity with bimodal transportation corridors; and financial connectivity with new development banks, trading currencies and payments systems. China strives for geoeconomic leadership by replacing the US leadership position, while Russia endeavours to reposition itself from the dual periphery of Europe and Asia to the centre of a grand Eurasian geoeconomic constellation. Europe, positioned between the trans-Atlantic region and Greater Eurasia, has to adapt to the new international distribution of power to preserve its strategic autonomy.




Staged Otherness

The cultural phenomenon of exhibiting non-European people in front of the European audiences in the 19th and 20th century was concentrated in the metropolises in the western part of the continent. Nevertheless, traveling ethnic troupes and temporary exhibitions of non-European humans took place also in territories located to the east of the Oder river and Austria. The contributors to this edited volume present practices of ethnographic shows in Russia, Poland, Czechia, Slovenia, Hungary, Germany, Romania, and Austria and discuss the reactions of local audiences. The essays offer critical arguments to rethink narratives of cultural encounters in the context of ethnic shows. By demonstrating the many ways in which the western models and customs were reshaped, developed, and contested in Central and Eastern European contexts, the authors argue that the dominant way of characterizing these performances as “human zoos” is too narrow. The contributors had to tackle the difficult task of finding traces other than faint copies of official press releases by the tour organizers. The original source material was drawn from local archives, museums, and newspapers of the discussed period. A unique feature of the volume is the rich amount of images that complement every single case study of ethnic shows.
