The COVID-19 Pandemic: the Right to Education of Children and Adolescents in Latin America and the Caribbean

The COVID-19 pandemic has clearly generated an unprecedented crisis for the entire world. The most strongly affected region has been Latin America and the Caribbean, which accounts for 18.5% of COVID-19 cases and 30.3% of deaths in the world as of October 2021, while it represents just 8.4% of the total world population. Children and adolescents have not been exempt from the effects, but rather have been particularly hard hit by the reduction in their families' well-being and income, the forced confinement, the reduction of interpersonal contact, the closure of schools, the loss of their primary or secondary caregivers, the uncertainty and fear and so on. In this edition of the newsletter, the main article analyses the challenges, reversals, and consequences, as well as the opportunities,for secondary education in Latin America and the Caribbean during and after the pandemic. The mental health of those who make up this age group is the focus of Viewpoints. The remaining sections provide resources on positive experiences, documents and research carried out in the past 18 months.




Acting Now to Protect the Human Capital of Our Children


Book Description

The sanitary and economic shocks caused by the COVID-19 pandemic brought about the most significant disruption in the history of the education sector in Latin America and the Caribbean region, leading to school closures at all levels and affecting over 170 million students throughout the region. Despite the tremendous efforts made by countries to mitigate the lack of in-person education through remote learning, education is taking a serious hit and outcomes are plummeting in the region. Learning poverty by the end of primary education could increase by more than 20 percent. Over 2 in 3 lower secondary education students could fall below minimum proficiency levels, and learning losses will be substantially larger for the most disadvantaged students. There is no time to lose. All countries must act now to make sure schools are ready to reopen safely and effectively country-wide so as to speed up the recovery process from the dramatic effects of the pandemic. They can leverage many emerging lessons and evidence, and must protect public funding for education, to enable this reopening process. While education systems face a challenge like no other, this exceptionally difficult situation also opens a window of opportunity to build back better their education systems to become more effective, equitable and resilient.










The Learning Crisis in Latin America and the Caribbean and the COVID-19 Pandemic

The Latin America and the Caribbean (LAC) region was suffering from a deep learning crisis, before the COVID-19 outbreak, with most students being below minimum proficiency levels for critical foundational competencies in numeracy and literacy, according to the Fourth Regional Comparative and Explanatory Study (ERCE). The pandemic that hit the region in March 2020 led to a massive shutdown of educational systems, placing LAC as the region with the longest duration of school closures in the world. The impact of school closures on education service delivery was significant. The forced move to distance learning negatively impacted attendance in the education process, both when compared to enrollment rates (-10 percent) and with pre-pandemic attendance rates (-12 percent). Most worryingly, one in four students attending the education process during the pandemic confirmed being disengaged from learning activities while at home. The COVID-19 led to a crisis within a crisis, deepening pre-existing inequalities that characterize the LAC region, as the most vulnerable populations were disproportionately affected. A significant increase in drop-out rates and decrease in learning outcomes is expected, especially for these groups and countries which were already not doing well pre-pandemic. There is a sizeable schooling and learning recovery agenda ahead of LAC, where re-enrollment campaigns, standardized and in-classroom assessments, and programs to teach to the right level will be fundamental to determine the exact depth of educational losses and start recovering.




Primary and Secondary Education During Covid-19

This open access edited volume is a comparative effort to discern the short-term educational impact of the covid-19 pandemic on students, teachers and systems in Brazil, Chile, Finland, Japan, Mexico, Norway, Portugal, Russia, Singapore, Spain, South Africa, the United Kingdom and the United States. One of the first academic comparative studies of the educational impact of the pandemic, the book explains how the interruption of in person instruction and the variable efficacy of alternative forms of education caused learning loss and disengagement with learning, especially for disadvantaged students. Other direct and indirect impacts of the pandemic diminished the ability of families to support children and youth in their education. For students, as well as for teachers and school staff, these included the economic shocks experienced by families, in some cases leading to food insecurity and in many more causing stress and anxiety and impacting mental health. Opportunity to learn was also diminished by the shocks and trauma experienced by those with a close relative infected by the virus, and by the constrains on learning resulting from students having to learn at home, where the demands of schoolwork had to be negotiated with other family necessities, often sharing limited space. Furthermore, the prolonged stress caused by the uncertainty over the resolution of the pandemic and resulting from the knowledge that anyone could be infected and potentially lose their lives, created a traumatic context for many that undermined the necessary focus and dedication to schoolwork. These individual effects were reinforced by community effects, particularly for students and teachers living in communities where the multifaceted negative impacts resulting from the pandemic were pervasive. The Fast Track to New Skills

Higher education in Latin America and the Caribbean (LAC) has expanded dramatically in the new millennium, yet enrollment in short-cycle programs (SCPs) is still relatively low. Shorter and more practical than bachelor’s programs, SCPs can form skilled human capital fast. The economic crisis created by the COVID-19 pandemic has accentuated underlying trends, such as automation, the use of electronic platforms, and the need for lifelong learning. Addressing these demands requires the urgent upskilling and reskilling of the population—a task for which SCPs are uniquely suited. The Fast Track to New Skills: Short-Cycle Higher Education Programs in Latin America and the Caribbean explores the labor market out¬comes and returns of SCPs, examines their providers, and identifies the practices adopted by the best programs. Relying on unique data that includes a novel survey of SCP directors in five LAC countries, it finds that while SCPs generate, on average, good labor market out¬comes, they vary greatly in quality. SCP providers respond quickly and flexibly to local economy needs; and specific practices related to faculty, job search assistance, and interaction with prospective em¬ployers are distinctive of the best programs. Drawing on these findings, The Fast Track to New Skills discusses how to create an environment where good programs are offered and students have the interest and means to attend them. It draws attention to a higher education sector that has been typically overlooked, both in research and policy. The Fast Track to New Skills will be of interest to policy makers, researchers, and the public at large.




Mind the Gap

The most vulnerable households in Latin America and the Caribbean have been disproportionately affected by the Coronavirus (Covid-19) pandemic, endangering the region's inclusive development path. High-Frequency Phone Surveys show that two months into the pandemic, in May 2020, the gaps between the most vulnerable and the least vulnerable households in terms of job loss and income loss. The uneven impacts went beyond monetary indicators, as disadvantaged households suffered from higher levels of food insecurity and had lower access to good quality health and education services, such as online sessions with a teacher. To prevent the pandemic from erasing years of progress against inequality, the most vulnerable households require short-term support to overcome their liquidity constraints via safety net transfers, thus guaranteeing that their basic needs are met. In the medium term, government efforts should be focused on the recovery of households' primary source of income through labor market policies that actively support the placement of the less advantaged groups and improve their employability. Equally important, it is necessary to curb losses related to human capital accumulation, given the long-term consequences that this entails. The return to in-person schooling, under strict bio-security protocols, is encouraged. When not possible, schools and parents should be provided with better tools to support distance learning.
