The annual report contains a listing of the contracts and agreements that have been concluded and the publications and reports published during FY 78 are also identified Some ongoing program activities have been less visible. For example, during FY 78, considerable work was performed in preparing for implementation of the Loan Guaranty Incentive Program. Although this incentive is mandated by the EHV act, initiation of the program was delayed by special provisions in the FY 78 Appropriation Act. The annual report summarizes accomplishments with regard to promulgation of regulations, ordering of priorities, establishment of the EHV Development Fund, and conduct of orientation workshops in five regions of the country.
