Com o objetivo de facilitar a leitura, a obra foi dividida em dois volumes, sendo este o primeiro volume. O que se busca a todo momento é crer em um ordenamento jurídico mais justo e democrático, para tanto, entendemos que a hermenêutica é um caminho seguro para reflexão da aplicação das normas no Estado Democrático de Direito brasileiro. Democratic Brazil

After 21 years of military rule, Brazil returned to democracy in 1985. Over the past decade and a half, Brazilians in the Nova Repœblica (New Republic) have struggled with a range of diverse challenges that have tested the durability and quality of the young democracy. How well have they succeeded? To what extent can we say that Brazilian democracy has consolidated? What actors, institutions, and processes have emerged as most salient over the past 15 years? Although Brazil is Latin America's largest country, the world's third largest democracy, and a country with a population and GNP larger than Yeltsin's Russia, more than a decade has passed since the last collaborative effort to examine regime change in Brazil, and no work in English has yet provided a comprehensive appraisal of Brazilian democracy in the period since 1985. Democratic Brazil: Actors, Institutions, and Processes analyzes Brazilian democracy in a comprehensive, systematic fashion, covering the full period of the New Republic from Presidents Sarney to Cardoso. Democratic Brazil brings together twelve top scholars, the "next generation of Brazilianists," with wide-ranging specialties including institutional analysis, state autonomy, federalism and decentralization, economic management and business-state relations, the military, the Catholic Church and the new religious pluralism, social movements, the left, regional integration, demographic change, and human rights and the rule of law. Each chapter focuses on a crucial process or actor in the New Republic, with emphasis on its relationship to democratic consolidation. The Legislature of Brazil


Book Description

This book develops a critical analysis of the Brazilian legislature, specifically the role of its lower chamber, the Chamber of Deputies, in policy making and how this combines with its public engagement role, namely in terms of promoting participation and transparency. The book draws from Nelson Polsby’s theoretical conceptualization about transformative and arena legislatures. The purpose is not to reach a consensus about the exact categorisation of the legislature in Polsby’s classification. On the contrary, the chapters are mainly concerned in challenging this classification through interdisciplinary perspectives drawn from within the legislative studies in Brazil. The book’s first chapters introduce the reader to an historical overview of the Brazilian legislature’s policy making and organization, identifying its role in proposing public policies and scrutinising proposals from the Executive Branch. The subsequent chapters focus on its public engagement role and address contemporary elements – such as political participation and transparency – and how these interlink, or not, with legislative practices and influence the production of law. The book provides a unique insight into the operation and power of the legislature of a key global power, Brazil, in a presidential political system context. The chapters originally published as a special issue in the Journal of Legislative Studies.




Party Change, Recent Democracies, and Portugal

This book offers a critical overview on the literature on party change and provides original data on several dimensions of party organizations, focusing in particular on Portuguese political parties. The Portuguese case study will be used to illustrate how political parties evolve and the main differences in the trajectory experienced by parties in old democracies. Therefore, starting from the main theoretical contributions used to study party change, this book examines some key dimensions of the role played by political parties: ideological and programmatic orientations, the social basis of support, party organization, electoral campaigns and the elections of party leaders. New and Old Routes of Portuguese Emigration

This open access book offers a comparative overview on Portuguese emigration in Europe and outside the EU in times of recession. It looks at Portuguese emigrants who, after the crisis of 2008, moved both intra-EU, such as UK, France, Switzerland, Germany and Spain, but also into countries with historical links, such as the USA and Canada, and to Portuguese speaking countries such as Brazil, Angola and Mozambique, as well as the processes of return. In addition to the dynamics of movement, the book provides an in-depth analysis of the heterogeneity of this emigration. It deepens the multifaceted identities concerning social and professional pathways among highly skilled and less skilled emigrants. The labour market continues to be the main regulatory force of Portuguese emigration, which helps to explain the outflow and the processes of settlement and return. Nonetheless, this book demonstrates that non-economic factors have likewise been of great importance in the decision to emigrate. As such this book will be a valuable read to policy makers, students and scholars in migration.
