Much like Hemingway, many others also share the same view on the atrocious aspects of war itself. Warfare has been witnessed in all parts of the world for centuries. Through the study of history, we are aware of the evolution of methods of warfare. International humanitarian law has helped guide nations to “legitimately” conduct acts of war against others. The toughest pill to swallow though, however obvious, is that one aspect of war will always be inevitable – the casualties. This consequently results in the majority view that war is good for nothing. Then the vital question that must be addressed is that if the effects of violence constitute more harm than good, why is it an available option for nations to resort to? Furthermore, why does the law of war differ for state and non-state actors? In this essay, I would like to examine the conditional nature of war within the international sphere by paying close attention to the Sri Lankan Civil War (1983-2009) as an example to portray the disparities of armed conflict between state and non-state actors, and how the view of such acts are deemed differently through the use of the “Just War” theory.

What is terrorism? How is it different from other kinds of political violence? Why exactly is it wrong? Why is war often thought capable of being justified? On what grounds should we judge when the use of violence is morally acceptable? It is often thought that using violence to uphold and enforce the rule of law can be justified, that violence used in self-defense is acceptable, and that some liberation movements can be excused for using violence--but that terrorism is always wrong. How persuasive are these arguments, and on what bases should we judge them? How Terrorism is Wrong collects articles by Virginia Held along with much new material. It offers a moral assessment of various forms of political violence, with terrorism the focus of much of the discussion. Here and throughout, Held examines possible causes discussed, including the connection between terrorism and humiliation. Held also considers military intervention, conventional war, intervention to protect human rights, violence to prevent political change, and the status and requirements of international law. She looks at the cases of Rwanda, Kosovo, Iraq, and the Israeli/Palestinian conflict. Finally, she explores questions of who has legitimate authority to engage in justifiable uses of violence, whether groups can be responsible for ethnic violence, and how the media should cover terrorism. Held discusses appropriate ways of engaging in moral evaluation and improving our moral recommendations concerning the uses of violence. Just war theory has been developed for violence between the military forces of conflicting states, but much contemporary political violence is not of this kind. Held considers the guidance offered by such traditional moral theories as Kantian ethics and utilitarianism, and also examines what the newer approach of the ethics of care can contribute to our evaluations of violence. Care is obviously antithetical to violence since violence destroys what care takes pains to build; but the ethics of care recognizes that violence is not likely to disappear from human affairs, and can offer realistic understandings of how best to reduce it.




Political Violence in South Asia

Political violence has remained an integral part of South Asian society for decades. The region has witnessed and continued to encounter violence for achieving political objectives from above and from below. Violence is perpetrated by the state, by non-state actors, and used by the citizens as a form of resistance. Ethnic insurgency, religion-inspired extremism, and ideology-driven hostility are examples of violent acts that have emerged as challenges to the states which have responded with violence in the form of civil war and through violations of human rights disregarding international norms. This book explores various dimensions of political violence in South Asia, namely in Bangladesh, India, Nepal, Pakistan, and Sri Lanka. Each chapter either speaks to an important aspect of the political violence or provides an overall picture of the nature and scope of political violence in the respective country. Political violence is understood in the larger sense of political, that is, above and beyond institutions, and also as an integral part of social relationships where social norms and the role of individual agency play seminal roles. The contributions in this book incorporate both institutional and non-institutional dimensions of political violence. Exploring how everyday life in South Asian states and societies is transformed by the engagement with violence through direct and indirect methods, this book adopts an interdisciplinary framework; diverse methods are employed – from ethnographic readings to more macro level analyses. The phenomenon is explored from historical, sociological, and political perspectives. The Separatist Conflict in Sri Lanka

The book provides a detailed historically-based analysis of the origin, evolution and potential resolution of the civil conflict in Sri Lanka over the struggle to establish a separate state in its Northern and Eastern provinces. This conflict between the Sri Lankan government and the secessionist LTTE (Liberation Tigers of Tamil Eelam) is one of the world’s most intractable contemporary armed struggles. The internationally banned LTTE is considered the prototype of modern terrorism. It is known to have introduced suicide bombing to the world, and recently became the first terrorist organization ever to acquire an air force. The ‘iron law of ethnicity’ – the assumption that cultural difference inevitably leads to conflict – has been reinforced by the 9/11 attacks and conflicts like the one in Sri Lanka. However, the connections among ethnic difference, conflict, and terrorism are not automatic. This book broadens the discourse on the separatist conflict in Sri Lanka by moving beyond the familiar bipolar Sinhala versus Tamil ethnic antagonism to show how the form and content of ethnicity are shaped by historical social forces. It develops a multipolar analysis which takes into account diverse ethnic groups, intra-ethnic, social class, caste and other variables at the local, regional and international levels. Overall, this book presents a conceptual framework useful for comparative global conflict analysis and resolution, shedding light on a host of complex issues such as terrorism, civil society, diasporas, international intervention and secessionism.
