Conflicts in post-Soviet areas involving de facto states have remained unresolved since the ceasefires in the early 1990s. By heating up periodically, these conflicts threaten broader regional security, and by remaining unresolved, limit their chances for political association and economic integration with the EU, undermining the Union’s Eastern Partnership. In recent years, the EU’s tensions with Russia, the ever-growing dependence of most post-Soviet de facto states on Russia, the recent re-escalation in Nagorno-Karabakh, and recently emerged, protracted conflict in eastern Ukraine have made the situation more complicated and urgent. Since the EU’s current approach towards these “frozen conflicts” has so far shown little result, the EU and the V4 should take a more active role in resolving these conflicts and might want to consider stepping up engagement with the post-Soviet de facto states. Increasing the interaction and extending its scope while at the same time reassuring the parent states that this will not constitute “de facto recognition” would de-isolate the populations of these territories, reduce their dependence on Russia and provide incentives for conflict resolution.

In the wake of the dissolution of the Soviet Union, secessionist forces carved four de facto states from parts of Moldova, Georgia, and Azerbaijan. Ten years on, those states are mired in uncertainty. Beset by internal problems, fearful of a return to the violence that spawned them, and isolated and unrecognized internationally, they survive behind cease-fire lines that have temporarily frozen but not resolved their conflicts with the metropolitan powers. While the European Union (EU) is widely perceived as a model for regional integration, the encouragement of regional co-operation also ranks high among its foreign policy priorities. Drawing on a wealth of sources and extensive fieldwork conducted in the Commonwealth of Independent States (CIS), Laure Delcour questions the pursuit of this external objective in EU policies implemented in the CIS and the existence of an EU regional vision in the post-Soviet area. The European Union is still emerging as a fully fledged foreign policy actor. The vagaries of this process are clearly visible, yet insufficiently explained in the EU policies towards the post-Soviet space. EU Foreign Policy and Post-Soviet Conflicts examines EU intervention and non-intervention in conflict resolution, with a specific focus on the EU’s role in the post-soviet conflicts in the South Caucasus and Moldova: Abkhazia, South Ossetia, Nagorno-Karabakh and Transnistria. It explains how EU foreign policy affected these conflicts, but more importantly what EU intervention in these conflicts reveal about the EU itself. Based on extensive field research, the author argues that the reluctant EU intervention in post-Soviet conflicts results from a dichotomous relationship between EU institutions and some EU member states. Popescu argues this demonstrates that EU institutions use policies of ‘stealth intervention’ where they seek to play a greater role in the post-Soviet space, but they do so through relatively low-profile, uncontroversial and depoliticised actions in order to avoid visible Russian opposition. Exploring an array of questions related to the EU as a foreign policy actor, this book traces the politics of conflict intervention by EU institutions using original empirical data related to the EU decision making process and will be of interest to students and scholars of European politics, conflict resolution, foreign policy and Post-Soviet politics.




Post-Soviet Secessionism

The USSR’s dissolution resulted in the creation of not only fifteen recognized states but also of four non-recognized statelets: Nagorno-Karabakh, South Ossetia, Abkhazia, and Transnistria. Their polities comprise networks with state-like elements. Since the early 1990s, the four pseudo-states have been continously dependent on their sponsor countries (Russia, Armenia), and contesting the territorial integrity of their parental nation-states Azerbaijan, Georgia, and Moldova. In 2014, the outburst of Russia-backed separatism in Eastern Ukraine led to the creation of two more para-states, the Donetsk People’s Republic (DNR) and the Luhansk People’s Republic (LNR), whose leaders used the experience of older de facto states. In 2020, this growing network of de facto states counted an overall population of more than 4 million people. The essays collected in this volume address such questions as: How do post-Soviet de facto states survive and continue to grow? Is there anything specific about the political ecology of Eastern Europe that provides secessionism with the possibility to launch state-making processes in spite of international sanctions and counteractions of their parental states? What are the causes and consequences of the crisis in Ukraine, and what has been the nature of local, national, and external actors’ involvement in it? These are the questions that the authors examine in this comprehensive analysis of the situation in Ukraine. The crisis evolved from peaceful protests to full-scale military conflict and to an unstable ceasefire frequently interrupted by, at times, intense clashes between government forces and separatist rebels. This book explores the challenges of conflict resolution in protracted conflicts and conceptualises and analyses the practice of engagement without recognition in de facto states. Increasingly, engagement without recognition is seen as a promising approach to conflict resolution in de facto states, but little is known about its implementation and results. This book addresses that lacuna and develops an analytical model to assess international engagement, focusing on implementation on the ground. This model enables a comprehensive analysis of international engagement's scope, areas, and methods. Further, the book also explores the context of engagement in de facto states, which has a significant impact on its implementation and results. In this way, the book also advances our understanding of the opportunities, obstacles, and limitations of engagement without recognition. The analysis is based on the current EU engagement in Abkhazia and draws from other cases in the Caucasus, Eastern Europe, and beyond and finds that international engagement with de facto states is more comprehensive and multifaceted than previously known. However, it also faces some distinct challenges and produces modest results. Finally, the book provides practical recommendations on how to better utlilise the peacebuilding potential of engagement without recognition. This book will be of much interest to students of conflict resolution, statehood, peace and conflict studies, and international relations.
