This international development—largely a product of globalization and democratization—is clearly one of the key factors reshaping economic, political, and social conditions throughout the world. Rather than the top-down, centralized decisionmaking that characterized communist economies and Third World dictatorships in the twentieth century, today's world demands flexibility, adaptability, and the autonomy to bring those qualities to bear. In this thought-provoking book, the first in a new series on Innovations in Governance, experts in government and public management trace the evolution and performance of decentralization concepts, from the transfer of authority within government to the sharing of power, authority, and responsibilities among broader governance institutions. This movement is not limited to national government—it also affects subnational governments, NGOs, private corporations, and even civil associations. The contributors assess the emerging concepts of decentralization (e.g., devolution, empowerment, capacity building, and democratic governance). They detail the factors driving the movement, including political changes such as the fall of the Iron Curtain and the ascendance of democracy; economic factors such as globalization and outsourcing; and technological advances (e.g. increased information technology and electronic commerce). Their analysis covers many different contexts and regions. The Politics of Development in Morocco

Since the mid-1990s, Morocco has sought to present itself as a model of genuine and gradual reform, with decentralisation as a key tenet of this. Here, Sylvia Bergh investigates the dynamics of popular participation and local governance, testing the extent to which the current structure builds local capacity, or whether it is, in fact, a tool for 'soft' state control. She narrates the realities of local administration and civil society to shed critical light on questions of democratic transition in North Africa. Her assessment of decentralisation and participatory development projects in rural Morocco, and the legal and policy frameworks in which they operate, leads to the conclusion that they have generally not yet led to an expansion of a civil society able to build local capacity or enhance bottom-up empowerment. Grounded in an approach of the 'anthropology of policy', this book makes an important contribution to literature on the democratisation, development and governance in North Africa.




Scaling Up Community-driven Development

Community-driven development boasts many islands of success, but these have not scaled up to cover entire countries. Binswanger and Aiyar examine the possible obstacles to scaling up, and possible solutions. They consider the theoretical case for community-driven development and case studies of success in both sectoral and multisectoral programs. Obstacles to scaling up include high economic and fiscal costs, adverse institutional barriers, problems associated with the co-production of outputs by different actors on the basis of subsidiarity, lack of adaptation to the local context using field-tested manuals, and lack of scaling-up logistics. The authors consider ways of reducing economic and fiscal costs, overcoming hostile institutional barriers, overcoming problems of co-production, adapting to the local context with field testing, and providing scaling-up logistics. In the United States, some populations suffer from far greater disparities in health than others. Those disparities are caused not only by fundamental differences in health status across segments of the population, but also because of inequities in factors that impact health status, so-called determinants of health. Only part of an individual's health status depends on his or her behavior and choice; community-wide problems like poverty, unemployment, poor education, inadequate housing, poor public transportation, interpersonal violence, and decaying neighborhoods also contribute to health inequities, as well as the historic and ongoing interplay of structures, policies, and norms that shape lives. When these factors are not optimal in a community, it does not mean they are intractable: such inequities can be mitigated by social policies that can shape health in powerful ways. Communities in Action: Pathways to Health Equity seeks to delineate the causes of and the solutions to health inequities in the United States. Book Description

Community Budgets are demonstrating their potential to deliver cheaper, more integrated and more effective public services. They are at risk, however, of being replaced after a few years if key issues are not resolved. If this opportunity is missed, the Committee warns that local services could come under unsustainable pressure in the face of increased demand and reduced budgets. This in turn may result in more spending later on judicial and emergency health and welfare interventions. The Government should send a clear message that it will assist every local authority wishing to introduce Community Budgets and to set out the specific assistance it will provide them with. Furthermore, the programme of pilots must not be allowed to slow progress towards wider implementation. If they are to succeed, public service providers and local authorities must realise investment in Community Budgets will bring them benefits. Local authorities, their partners, and central government should, therefore, develop a framework for agreements on how the benefits of investment are to be shared. On the Troubled Families Programme, the Committee is supportive of the work being done but highlights the need for greater focus on how work with these families will continue after the programme ends in 2016. Noting that the resources available have not increased in proportion to the number of families added to the programme in June, DCLG needs to monitor carefully progress and provide more resources to local authorities if necessary
