This thesis examines the Faith-Based and Community Initiative (FBCI) launched by President George W. Bush in January 2001. It shows that the Initiative represented a concerted effort by the federal government to engage not just religiously-based charities, but rather all small, grassroots social service providers. In doing so, the Bush Administration logically extended the nonprofit policies set forth by previous administrations and established specific parameters whereby faith-based organizations might apply on equal footing with their secular counterparts. The intent of the Initiative was not only to encourage these small faith-based and community organizations to begin partnering with the government, but to also build the capacity of these charities so that they could more efficaciously provide services to America's most needy. In 2005, Hurricane Katrina demonstrated the importance of this outreach. The violent nature of the storm, the desperate need for housing, the hopeless absence of employment, and the inadequate access to basic services created a large population with needs no different than individuals who inhabit every American city and town. The disaster response to Hurricane Katrina underscored the value of the U.S. Government engaging small, grassroots charities - both faith-based and secular - in addressing human needs when other resources are extremely limited and stretched. It clearly showed that the FBCI is indeed necessary and vital to our nation.

This volume offers an in-depth examination of a diverse range of faith-based programs implemented in three different geographical locales: family support in rural Mississippi, transitional housing in Michigan, and addiction recovery in the Pacific Northwest (Washington-Oregon). The driving force behind the policy was to create a “level playing field” where faith-based organizations could compete on an equal footing with secular organizations for government funding of social aid programs. Given, on the one hand, the continuation of faith-based policy under Barack Obama and, on the other, the continued support by the vast majority of the American people for some form of such policy, the need has emerged to clearly understand what this policy is and the issues that it raises.
