A Working Group on Administrative Aspects of Family Planning Programmes met in Bangkok, Thailand, March 16-24, 1966, to discuss problems peculiar to family planning program administration. The meeting was oriented toward operational problems that might be encountered in implementing programs at the local level; technical problems dealing with training, education, communications, and the manufacture of birth control devices were mentioned only in relation to family planning administration. Participants included 23 people from the 10 member countries of the Economic Commission for Asia and the Far East, 12 experts in family planning problems in that area, and representatives from several international organizations. The agenda, summarized in this publication, included: 1) reports on family planning programs in member countries; 2) setting targets for family planning programs; 3) assessing and meeting administrative requirements in personnel, recruitment, training, supplies, and transport; 4) budgets and timetables; 5) making cooperative arrangements with government and voluntary agencies; 6) specific principles in program implementation in regard to maintaining flexibility in the allocation of resources and the delegation of discretionary powers to personnel at different levels; 7) evaluation for the administrator of the effectiveness of the program; and 8) dissemination of knowledge and experience between workers within the country and between countries in the region.
