Pan Pacific and Redwood Realty has applied to the U.S. Army Corps of Engineers, San Francisco District, for a permit under Section 10 of the River and Harbor Act of 1899 and Section 404 of the Clean Water Act to construct a water-oriented residential community on 1493 acres with public and private marina facilities. Approximately 3 million cubic yards of material would be excavated from the site to form channels and waterways. An additional 13.2 million cubic yards of material would be imported to create enough fill for the construction of 4500 dwelling units, schools, roads, parks, and commercial services. The applicant proposes deep-water access to San Pablo Bay via Dutchman Slough, the Napa River, and Mare Island Strait. The proposed project would be annexed to the City of Vallejo. The City of Vallejo and the Corps of Engineers are the designated lead agencies for the preparation of a joint Environmental Impact Report/Environmental Impact Statement (EIR/EIS) to identify the potential environmental consequences of the proposed project and several alternatives which were developed by the City of Vallejo and the Corps of Engineers.
