The objectives of the nepa are to (1) build into the agency decision-making processes an appropriate and careful consideration of all environmental aspects of proposed actions, (2) explain potential environmental effects of proposed actions and their alternatives for public understanding, (3) avoid or minimize adverse effects of proposed actions, and (4) restore or enhance environmental quality as much as possible.
