Excerpt from Final Supplement to Final Environmental Impact Statement: Strategic Petroleum Reserve; Expansion of Reserve All agencies of the Federal Government are required by the National Environmental Policy Act of 1969 (nepa), 16 u.s.c. 4321 et seq., as implemented by Executive Order 11514 of March 5, 1970, the Council on Environmental Quality (ceq) Guidelines of August 1, 1973, to prepare a detailed environ mental impact statement (eis) on proposals for legislation and other major Federal actions significantly affecting the quality of the human environment. The objectives of the nepa are to (1) build into the agency decision-making processes an appropriate and careful consideration of all environmental aspects of proposed actions, (2) explain potential environmental effects of proposed actions and their alternatives for public understanding, (3) avoid or minimize adverse effects of proposed actions, and (4) restore or enhance environmental quality as much as possible.
