This final safety evaluation report (FSER) documents the technical review of the System 80+ standard design by the US Nuclear Regulatory Commission (NRC) staff. The application for the System 80+ design was submitted by Combustion Engineering, Inc., now Asea Brown Boveri-Combustion Engineering (ABB-CE) as an application for design approval and subsequent design certification pursuant to 10 CFR {section} 52.45. System 80+ is a pressurized water reactor with a rated power of 3914 megawatts thermal (MWt) and a design power of 3992 MWt at which accidents are analyzed. Many features of the System 80+ are similar to those of Abb-CE's System 80 design from which it evolved. Unique features of the System 80+ design included: a large spherical, steel containment; an in-containment refueling water storage tank; a reactor cavity flooding system, hydrogen ignitors, and a safety depressurization system for severe accident mitigation; a combustion gas turbine for an alternate ac source; and an advanced digitally based control room. On the basis of its evaluation and independent analyses, the NRC staff concludes that ABB-CE's application for design certification meets the requirements of Subpart B of 10 CFR Part 52 that are applicable and technically relevant to the System 80+ standard design. This report supplements the final safety evaluation report (FSER) for the System 80+ standard design. The FSER was issued by the US Nuclear Regulatory Commission (NRC) staff as NUREG-1462 in August 1994 to document the NRC staffs̀ review of the System 80+ design. The System 80+ design was submitted by Asea Brown Boveri-Combustion Engineering (ABB-CE), in accordance with the procedures of Subpart B to Part 52 of Title 10 of the Code of Federal Regulations. This supplement documents the NRC staffs̀ review of the changes to the System 80+ design documentation since the issuance of the FSER. ABB-CE made these changes as a result of its review of the System 80+ design details. The NRC staff concludes that the changes to the System 80+ design documentation are acceptable, and that ABB-CEs̀ application for design certification meets the requirements of Subpart B to 10 CFR Part 52 that are applicable and technically relevant to the System 80+ design.
