The European Union and its member states are investing in ambitious programmes for ‘better regulation’ and targets of regulatory quality. This book, available in paperback for the first time, lifts the veil of excessively optimistic propositions covering the whole better regulation agenda. It provides an innovative conceptual framework to handle the political complexity of regulatory governance. It approaches better regulation as an emerging public policy, with its own political context, actors, problems, rules of interaction, instruments, activities and impacts. International Counterterrorism Bureaucracies in the United Nations and the European Union

Since the attacks of September 11, 2001 a complex web of international structures and rules for the fight against transnational terrorism has emerged. However, previous research disregarded the organizational basis of counterterrorism cooperation. Using the example of bureaucratic actors in the United Nations and the European Union, this study examines how and to what degree international counterterrorism bureaucracies exercise autonomy and perform distinct functions. The book reveals the special ambivalence of counterterrorism cooperation for international bureaucracies, which need to reconcile calls for effective counterterrorism with the need to maintain an impression of technical impartiality in a particularly contested policy-field. They respond to this challenge with different strategies of politicization and depoliticization.

Derived from the renowned multi-volume International Encyclopaedia of Laws, this monograph on the rules on immigration and right of residence of non-nationals in Montenegro examines the legal and administrative conditions for persons not having the citizenship of a State to enter the country and to stay and reside there. The Advisory Committee on Fisheries Research (ACFR) Working Party on Status and Trends of Fisheries met in Rome to consider how fishery status and trends reporting could be improved in terms of quality, scope and timeliness and better coordinated to allow a more systematic synthesis of information from national to regional and global levels. Owing to the importance of status and trends reports, and the scrutiny they receive, the Working Party recommended that the global system of status and trends reporting be advanced by: increasing completeness by including some fisheries and fishery resources that are currently under-represented; expanding the scope of current reports that are primarily on catch and fishery resource information to include other dimensions of fisheries; and enhancing quality assurance and credibility.
