Book Description

This handbook is an update of the 1983 edition and reflects the tremendous developments in computing and communications technology. It also reflects the importance of "Integrated" Transportation Management Systems and the development of the concept of Intelligent Transportation Systems (ITS). The handbook development began with a survey of current practice, including site visits and interviews, of ten Freeway Management Systems throughout the country. It was developed under the advice of a panel of freeway management practitioners. The 1997 edition is organized in modular fashion with each module addressing a particular aspect or technology of the freeway management task. The modules are stand-alone treatments of particular areas of freeway management but are cross-referenced to reflect their interdependence

The manager of a freeway system has several objectives: provide a transportation system adequate to serve the needs of the area; operate the system in an effective and safe manner; and provide a system that is cost effective to install, operate, and maintain. The modifications discussed in this survey address all of these objectives. Because the modifications are usually declared temporary measures, their applications should be clearly defined in scope and intention. The types of problems addressed by these modifications include the following: overloading of the right lane; bypassing mainline queues; freeway bottlenecks; merge conflicts; preferential high occupancy vehicle operation; and maintenance and construction sites.

Performance Measures for Analyzing Real-time Freeway Operations


Book Description

The concept of real-time performance measurement analyzes feedback from the operational response to freeway incident conditions and provides a quantitative methodology for assessing the impacts of various operational strategies. The significance of this technique is that it can enhance the efficiency of freeway incident management. Even a small percent reduction in the length of an incident would accrue millions of dollars of time-savings for the affected portion of the roadway. The design and construction of a real-time performance measurement system require an understanding of the performance measures and their application to transportation, a review of the state-of-the-practice in performance measurement, and an experimental design on which to build a prototype system.
