The catalyst for this study was the Fukushima-Daiichi major nuclear accident of 11 March 2011. In this event, a severe earthquake and15 metre tsunami caused serious damage and equipment failures at Japan’s Fukushima 1 Nuclear Power Plant which were judged by the International Atomic Energy Agency to be equally as serious as the Soviet Chernobyl nuclear disaster of 1986. Against a background of nuclear hesitancy and reassessment, the prospect of including or excluding nuclear power in a low-carbon twenty-first century world is now increasingly critical. The Sociology of Structural Disaster

How and why did credible scientists, engineers, government officials, journalists, and others collectively give rise to a drastic failure to control the threat to the population of the Fukushima disaster? Why was there no effort on the part of inter-organizational networks, well-coordinated in the nuclear village, to prevent the risks from turning into a disaster? This book answers these questions by formulating the concept of "structural disaster" afresh. First, the book presents the path-dependent development of structural disaster through a sociological reformulation of path-dependent mechanisms not only in the context of nuclear energy but also in the context of renewable energy. Secondly, it traces the origins of structural disaster to a secret accident involving standardized military technology immediately before World War II, and opportunistic utilization of the Great Kanto Earthquake of 1923, thus reconstructing the development of structural disaster within a long-term historical perspective. Maintaining distance from conflicts of interest and cultural essentialisms, this book highlights configurations and mechanisms of structural disasters that are far more persistent, more universal, but less visible, and that have turned risk into suffering. The book seeks to cast light on an important new horizon of the science-technology-society interface in the sociology of science and technology, science and technology studies, the sociology of disaster, the social history of the military-industrial-university complex, and beyond.




Lessons Learned from the Fukushima Nuclear Accident for Improving Safety of U.S. Nuclear Plants

The March 11, 2011, Great East Japan Earthquake and tsunami sparked a humanitarian disaster in northeastern Japan. They were responsible for more than 15,900 deaths and 2,600 missing persons as well as physical infrastructure damages exceeding $200 billion. The earthquake and tsunami also initiated a severe nuclear accident at the Fukushima Daiichi Nuclear Power Station. Three of the six reactors at the plant sustained severe core damage and released hydrogen and radioactive materials. Explosion of the released hydrogen damaged three reactor buildings and impeded onsite emergency response efforts. The accident prompted widespread evacuations of local populations, large economic losses, and the eventual shutdown of all nuclear power plants in Japan. "Lessons Learned from the Fukushima Nuclear Accident for Improving Safety and Security of U.S. Nuclear Plants" is a study of the Fukushima Daiichi accident. This report examines the causes of the crisis, the performance of safety systems at the plant, and the responses of its operators following the earthquake and tsunami. The report then considers the lessons that can be learned and their implications for U.S. safety and storage of spent nuclear fuel and high-level waste, commercial nuclear reactor safety and security regulations, and design improvements. A Body in Fukushima

On March 11, 2011 the most powerful earthquakes in Japan's recorded history devastated the north east of Japan, triggering a massive tsunami with waves as high as 130 feet and traveled as far as six miles inland. As a result, three reactors in the Fukushima Daiichi Nuclear Power Plant complex experienced level seven meltdowns. Following the Fukushima Daiichi Nuclear Power Plant disaster in 2011 many concerned citizens—particularly mothers—were unconvinced by the Japanese government’s assurances that the country’s food supply was safe. They took matters into their own hands, collecting their own scientific data that revealed radiation-contaminated food. In Radiation Brain Moms and Citizen Scientists Aya Hirata Kimura shows how, instead of being praised for their concern about their communities’ health and safety, they faced stiff social sanctions, which dismissed their results by attributing them to the work of irrational and rumor-spreading women who lacked scientific knowledge. These citizen scientists were unsuccessful at gaining political traction, as they were constrained by neoliberal and traditional gender ideologies that dictated how private citizens—especially women—should act.
