Book Description

A report to congressional committees regarding the DoD¿s progress in implementing GAO's recommendations over the last 7 years. During this period of time, GAO issued 637 reports to DoD that included 2,726 recommendations. By law, agencies, including DoD, are required to submit written statements explaining actions taken in response to recommendations that have been made. This report contains the results of an analysis on the implementation status of the 2,726 recommendations made to DoD in reports issued during FY 2001 through 2007. Includes examples of related financial accomplishments reported for the period, based on DoD-related work. Illustrations.

The DoD relies extensively on contractors to support deployed forces for services that range from food and housing services to intelligence analysis. Since 1997, there have been reports on DoD¿s shortcomings in managing and overseeing its use of contractor support. Part of the difficulty attributed to these shortcomings is that no one person or entity made the decision to send 129,000 contractors to Iraq. Rather, numerous DoD activities were involved, thus adding to the complexity of the problems. This testimony focuses on the problems that DoD has faced, & future challenges, in managing & overseeing its contractor support to deployed forces. Charts & tables.




Defense Management: DoD Needs to Reexamine Its Extensive Reliance on Contractors and Continue to Improve Management and Oversight

The fed. gov¿t., incl. the DoD, is relying on contractors to carry out many of its missions. Governmentwide spending on contractor services has more than doubled in the last 10 years. DoD has used contractors extensively to support troops deployed abroad; there are about 196,000 contractors in Iraq and Afghanistan. While contractors can play an important role in helping agencies accomplish their missions, there have been problems regarding the appropriate role and mgmt. of contractors, particularly at DoD. This testimony highlights the challenges DoD has had in managing its increased reliance on contractors who support deployed troops and who provide logistics support for weapons. From their limited use in China during World War II, for example, to their often clandestine use in Vietnam ferrying supplies before the war escalated in 1964 and 1965 when their role became more prominent-and public-private military contractors (PMCs) have played made essential contributions to the success and failures of the military and United States. Today, with an emphasis on force restructuring mandated by the Pentagon, the role of PMCs, and their impact on policy-making decisions is at an all time peak. This work analyzes that impact, focusing specifically on PMCs in Iraq since the fall of Saddam Hussein in 2003. Isenberg dissects their responsibilities, the friction that exists between contractors and military commanders, problems of protocol and accountability, as well as the problems of regulation and control that PMC companies create for domestic politics. Isenberg organizes his work thematically, addressing all facets of PMCs in the current conflict from identifying who the most influential companies are and how they got to that point, to the issues that the government, military, and contractors themselves face when they take the field. He also analyzes the problem of command, control, and accountability. It is no secret that PMCs have been the source of consternation and grief to American military commanders in the field. As they work to establish more routine protocols in the field, however, questions are also being raised about the role of the contractors here at home. The domestic political arena is perhaps the most crucial battleground on which the contractors must have success. After all, they make their corporate living off of taxpayer dollars, and as such, calls for regulation have resonated throughout Washington, D.C., growing louder as the profile of PMCs increases during the current conflict.




Warfighter Support: Continued Actions Needed by DoD to Improve and Institutionalize Contractor Support in Contingency Operations

The DoD relies greatly on contractors to support its current operations and is likely to continue to depend on contractors in support of future operations. As of Dec. 2009, DoD estimated that over 207,000 contractor personnel were supporting operations in Iraq and Afghanistan. DoD expects to increase the number of contractors as more troops deploy to Afghanistan. This testimony addresses: (1) the challenges DoD faces when trying to provide management and oversight of contractors in Iraq and Afghanistan; and (2) the extent to which DoD has made progress in institutionalizing a department-wide approach to managing and overseeing operational contract support. Defense Logistical Support Contracts in Iraq and Afghanistan
