A framework for gender equality and social inclusion in agribusiness transformation in East and Southern Africa

A Gender Equality and Social Inclusion (GESI) approach is fundamental to agribusiness transformation in the Eastern and Southern Africa region. Work package 5 aims to bring about inclusive and scalable agribusiness innovations through targeted GESI support to UU ESA work packages 1-6. To achieve this, we produced this GESI framework on social, economic, political, and institutional barriers and opportunities to more inclusive agribusiness in the ESA region. This framework will ensure that planned interventions under UU are designed and implemented to empower more women and youth as farmers, agribusiness owners, and actors with voice and visibility across agribusiness value chains. The GESI framework was produced by reviewing relevant literature and talking to agribusiness stakeholders, especially women and youth, in four initial countries: Ethiopia, Kenya, Zambia, and Zimbabwe.

Both women and men depend on forests, agroforestry and trees for their livelihoods, and play a critical role in managing them. However, inequalities persist in roles, rights and responsibilities of women and men, and shape the ways they participate in decision making, benefit from forest and tree resources, and experience changes in forest and tree-based landscapes. Gender biases in the wider policy environment and exclusionary social norms result in a gender gap in access to and control of assets and key resources, including land, labor, credit, information and extension services, with women facing disadvantages in several domains. These inequalities, embedded in formal and informal institutions and structures, hinder the change needed to support the sustainable and equitable development solutions that FTA seeks to deliver.As FTA's research agenda has evolved since the program's inception, so too has the program's portfolio of gender and social inclusion research. This revised research agenda and action plan draws on a tradition of quality gender work within FTA centers and complements FTA's original Gender Strategy (2013). It reflects the evolution of the program, including thematic and methodological developments in gender research and praxis, and increases the focus on the nexus of gender and generation (including youth issues), and efforts to make FTA’s research increasingly transformative.




Farmer field schools, gender equality, social inclusion and community empowerment

Senegal has had extensive experience with the development and implementation of the farmer field school (FFS) approach across almost two decades. Building on this experience and that of the first phase of the scoping exercise conducted in the Near East and North Africa (NENA) region (and using the same methodology), a field visit took place in order to support the efforts of FAO Senegal in its FFS-related work and assessments, as well as assist with the production and sharing of information at the regional level. The main objective was to collect and analyse the experiences of FFS members, graduates and practitioners in relation to gender equality, social inclusion, and individual and community empowerment, as well as changes to these as a result of participation in an FFS, while also confirming the relevance and/or importance of certain related thematic areas. The purpose of the initiative is to make farmers’ experiences more visible, and not only demonstrate the impact of FFS programmes, but also use these experiences in future implementations of the FFS approach. By identifying gaps in knowledge and opportunities, achievements and challenges, best practices and lessons learned, this exercise aims to provide an insight into and deeper understanding of the FFS’ gender and social dimensions. It offers the opportunity to reflect on this cross-cutting issue to allow these aspects to be better incorporated into the broader FFS discussion and its wider work. The exercise also identifies the needs of FFS facilitators in relation to gender equality, social inclusion and community empowerment, and examines the relevance of related concepts and approaches and its modalities. A review of the existing work on strengthening gender equality and improving access for vulnerable groups within the context of FFS programmes has also been conducted.

Social analysis for inclusive agrifood investments

More than a decade has passed since the publication of the series entitled Social Analysis of Agriculture and Rural Investment Projects, which comprises three complementary manuals – the Manager’s, Practitioner’s and Field guides. During this time, conflict, climate change and economic downturns have been driving up poverty, hunger, and socioeconomic inequalities, reducing the resilience of agrifood systems. In response, the FAO Investment Centre has updated the Social Analysis guides to address the evolving and volatile rural transformation context, providing programme managers, practitioners and field workers with a set of enhanced tools for the design, implementation and evaluation of inclusive investments in agrifood systems. Today’s investments must prioritize more demand-driven, people-centred, culturally sensitive and locally owned sustainable approaches, with increased attention to reducing gender and other inequalities. Operationalizing these principles contributes to FAO’s and financing agencies’ objectives of ending poverty, improving food security and nutrition, and reducing inequalities. The goal of the updated guides is to support investments that contribute to inclusive, resilient and sustainable agrifood systems, aligned with the outcomes of the UN Food Systems Summit, the Sustainable Development Goals (SDGs), and the core principle of leaving no one behind. Evaluation of the FAO-EU forest law enforcement, governance and trade programme – Phase III


Book Description

The FAO-EU forest law enforcement, governance and trade (FLEGT) programme seeks to reduce and eventually eliminate illegal logging. With the support of its donors, the European Union, the Swedish International Development Cooperation Agency (SIDA) and the Foreign, Commonwealth and Development Office (FCDO), the FAO-EU FLEGT Programme funds projects created by governments, civil society and private sector organizations in Latin America, Africa and Asia to improve forest governance and promote trade in legal timber products on domestic and international markets. The Programme works in support of the European Commission’s Action Plan on FLEGT to promote the legal production and consumption of timber. The evaluation looked at the third phase of the programme, which remained a significant contribution to the goals of the FLEGT Action Plan. The increased capacity of service providers (particularly beginner non-governmental organizations and civil society organizations) and micro, small and medium-sized enterprise associations was considered the most significant change generated by the programme. The promotion of South-South cooperation proved to be an important aspect of capacity enhancement. Thanks to increased capacities, but also multi-stakeholder platforms and improved policy and regulative tools, a positive incipient impact on more inclusive forest governance has been achieved. More information and independent forest monitoring provided an important contribution to improved enabling conditions for legal timber trade and on the information of timber legality, even though the actual market impact is still limited. Recommendations to FAO and its project partners and stakeholders include actions to take away institutional, fiscal, technical and political barriers to scale up results, and actions to strengthen the sustainability of results, gender equity and social inclusion, knowledge management as well as monitoring and evaluation.
