The Europeanization of Cyprus

Drawing from rationalist and constructivist approaches The Europeanization of Cyprus identifies mechanisms and processes of Europeanization and examines their impact on the following key dimensions of Cyprus: executive, legislative and judicial authorities; political parties and public opinion; economy; agriculture and regional policy; foreign policy; and justice and home affairs. Between 1989 and 2004, the EU's conditionality for membership transformed Central and East Europe. The EU had enormous potential power over the whole range of domestic politics in the candidate countries. However, the EU was able to use that power at a few key points in the process leading to their accession. The EU's long-term influence worked primarily through soft power and through voluntary rather than coercive means. During the membership preparations, the EU built many different routes of influence into the candidate countries' domestic policy-making through 'Europeanization'. The Central and East Europeans voluntarily took on the Union's norms and methods, guided by the European Commission, in a massive transfer of policies and institutions. However, the EU missed important opportunities to effect change as well. The EU's Transformative Power explores in detail how the EU used its influence to control the movement of people across Europe, through both coercive use of conditionality and voluntary methods of Europeanization.

Legislators are entrusted with key parliamentary functions and are important figures in the decision-making process. Their behaviour as political elites is as much responsible for the failures and successes of the new democracies as their institutional designs and constitutional reforms. This book provides a comparative examination of representative elites and their role in democratic development in post-communist Central and Eastern Europe (CEE). It argues that as the drivers of the transformation process in CEE, individual and collective parliamentary actors matter. The authors provide an in-depth analysis of representatives from eleven national parliaments and explore country-specific features of recruitment and representation. They draw on an integrated dataset of parliamentary elites for individual, party family, and parliamentary variables over the 20 years following the collapse of Communism and develop a common framework for the analysis of variations in democratisation and political professionalisation between parliaments and political parties/party families across CEE. On May 16 -20, 1995, approximately 150 mathematicians gathered at the Conference Center of the University of Illinois at Allerton Park for an Inter national Conference on Analytic Number Theory. The meeting marked the approaching official retirement of Heini Halberstam from the mathematics fac ulty of the University of Illinois at Urbana-Champaign. Professor Halberstam has been at the University since 1980, for 8 years as head of the Department of Mathematics, and has been a leading researcher and teacher in number theory for over forty years. The program included invited one hour lectures by G. Andrews, J. Bour gain, J. M. Deshouillers, H. Halberstam, D. R. Heath-Brown, H. Iwaniec, H. L. Montgomery, R. Murty, C. Pomerance, and R. C. Vaughan, and almost one hundred other talks of varying lengths. These volumes comprise contributions from most of the principal speakers and from many of the other participants, as well as some papers from mathematicians who were unable to attend. The contents span a broad range of themes from contemporary number theory, with the majority having an analytic flavor.
