Hierarchy amidst Anarchy is a study of state security provisions, explaining not only why states cooperate, and with whom, but also why they choose the specific types of cooperation they do. In contrast to competing theories that explain international cooperation in terms of the desire to be "bigger" or "stronger", Weber insists that the key to understanding countries' international institutional choices can be found by focusing on economic theories of organization and, more specifically, transaction costs. Cross-sectional studies of two historical periods, the final years of the Napoleonic Wars (1812-15) and the post-1945 period – such contrasting security structures as NATO and the European Defense Community - are used to illustrate the argument.

This book presents a radical reappraisal of British policy towards West German rearmament until the Federal Republic's incorporation into NATO and contains a series of major new theses on British attitudes towards European integration, Anglo-Soviet relations and the 'Special Relationship'. It places policy in the context of Anglo-German distrust, American demands for a German contribution and British fears of antagonising the Soviets. It clarifies numerous controversial issues by demonstrating British willingness to compromise with the Soviets over German unification, the British military's desire to reduce the continental commitment and Eden's enthusiasm for a European Army.

Did the arms race of the 1930s cause the Second World War? In Cry Havoc, historian Joseph Maiolo shows, in rich and fascinating detail, how the deadly game of the arms race was played out in the decade prior to the outbreak of the Second World War. In this exhaustively researched account, he explores how nations reacted to the moves of their rivals, revealing the thinking of those making the key decisions -- Hitler, Mussolini, Chamberlain, Stalin, Roosevelt -- and the dilemmas of democratic leaders who seemed to be faced with a choice between defending their nations and preserving their democratic way of life. An unparalleled account of an era of extreme political tension, Cry Havoc shows how the interwar arms race shaped the outcome of World War II before the shooting even began.
