"I analyze the effects of economic and informational globalization on the diffusion of military capabilities in the 20th and 21st centuries. To test these relationships, I use the KOF Swiss Economic Institute's data on economic and informational globalization and the Correlates of War data on National Material Capabilities for all states of the international system from 1970 to 2011. Using an Ordinary Least Squares (OLS) regression of all states with standard errors clustered at the state-level, I find that economic globalization negatively correlates with increases in military capabilities; while informational globalization positively correlates with increases in military capabilities. These findings suggest increases in economic globalization lead states to pursue an antithetical approach towards military capabilities, thereby lending support to the argument that economic interdependence decreases the likelihood of interstate conflict. However, the augmentation of informational globalization appears to validate previous arguments which posit that the prevalence of information technology systems is enlarging the military capabilities of states."--Boise State University ScholarWorks.

The Diffusion of Military Power examines how the financial and organizational challenges of adopting new methods of fighting wars can influence the international balance of power. Michael Horowitz argues that a state or actor wishing to adopt a military innovation must possess both the financial resources to buy or build the technology and the internal organizational capacity to accommodate any necessary changes in recruiting, training, or operations. How countries react to new innovations--and to other actors that do or don't adopt them--has profound implications for the global order and the likelihood of war. Horowitz looks at some of the most important military innovations throughout history, including the advent of the all-big-gun steel battleship, the development of aircraft carriers and nuclear weapons, and the use of suicide terror by nonstate actors. He shows how expensive innovations can favor wealthier, more powerful countries, but also how those same states often stumble when facing organizationally complicated innovations. Innovations requiring major upheavals in doctrine and organization can disadvantage the wealthiest states due to their bureaucratic inflexibility and weight the balance of power toward smaller and more nimble actors, making conflict more likely. The Diffusion of Drone Warfare? Industrial, Organizational and Infrastructural Constraints

Many scholars and policy-makers are concerned that the emergence of drone warfare - a first step towards the robotics age - will promote instability and conflict at the international level. This view is consistent with the widely shared assumption among International Relations scholars that military hardware spreads easily, especially in the age of globalization and real-time communications. In this article, we question this consensus. Drawing from the literature in management, we advance a new theory of diffusion of military innovations and test its two underlying causal mechanisms. First, we argue that designing, developing and manufacturing advanced weapon systems require laboratories, testing and production facilities, as well as know-how and experience that cannot be easily borrowed from other fields. Second, we argue that the adoption of military innovations require both organizational and infrastructural support. We test our two claims on three types of combat-effective drones: loitering attack munitions (LAMs), intelligence surveillance and reconnaissance drones (ISR) and unmanned combat autonomous vehicles (UCAVs). We find that even wealthy, advanced and militarily capable countries such as the US, the UK, Germany and France have struggled to produce or adopt such platforms. We conclude that concerns about the diffusion of drone warfare appear significantly exaggerated as do claims that globalization redistributes military power at the global level. More generally, our analysis sheds light on how the interaction between platform and adoption challenges affects the rate and speed of diffusion of different military innovations.




S&T Strategies of Six Countries

An increase in global access to goods and knowledge is transforming world-class science and technology (S&T) by bringing it within the capability of an unprecedented number of global parties who must compete for resources, markets, and talent. In particular, globalization has facilitated the success of formal S&T plans in many developing countries, where traditional limitations can now be overcome through the accumulation and global trade of a wide variety of goods, skills, and knowledge. As a result, centers for technological research and development (R&D) are now globally dispersed, setting the stage for greater uncertainty in the political, economic, and security arenas. These changes will have a potentially enormous impact for the U.S. national security policy, which for the past half century was premised on U.S. economic and technological dominance. As the U.S. monopoly on talent and innovation wanes, arms export regulations and restrictions on visas for foreign S&T workers are becoming less useful as security strategies. The acute level of S&T competition among leading countries in the world today suggests that countries that fail to exploit new technologies or that lose the capability for proprietary use of their own new technologies will find their existing industries uncompetitive or obsolete. The increased access to information has transformed the 1950s' paradigm of "control and isolation" of information for innovation control into the current one of "engagement and partnerships" between innovators for innovation creation. Current and future strategies for S&T development need to be considered in light of these new realities. This book analyzes the S&T strategies of Japan, Brazil, Russia, India, China, and Singapore (JBRICS), six countries that have either undergone or are undergoing remarkable growth in their S&T capabilities for the purpose of identifying unique national features and how they are utilized in the evolving global S&T environment.
