R. 13159, a Bill to Further Regulate Radio Communication; December 12 and 13, 1918 Sec. 5. That the Secretary of the Navy may issue special licenses, subject to such conditions and restrictions, and for such periods, as he deems proper, for the establishment and operation of stations for special emergency use in cases where no other rapid means of communication are available. Any violation of such conditions and restrictions shall constitute cause for revoca tion of the license without compensation therefor, and the owners of such station shall be punished by a fine of not more than $500 or by imprisonment for not more than one year, or both.
