Book Description

This three-year business plan overlaps the date when the existing Northwest Territories will be divided into two new territories, Nunavut and a western territory. The plan sets forth how the Northwest Territories government intends to meet the challenge of ensuring that adequate human and financial resources are secured and in place as those new territories come into being. The plan document begins with a statement of a vision for the territory, the six basic principles reflected in each element of the plan, a mission statement, and an outline of six critical issues to be faced: economic and population growth, demands for services, low educational levels and health status, high cost of government, and uncertain and changing political environment. It then states government's goals and action plans in four strategic planning areas: creating two new territories, enhancing community capacity, achieving healthier people and families, and northern employment. The bulk of the document consists of plans for each individual government department, including the above elements plus a financial overview.
