The People's Republic of China has experienced numerous challenges and undergone tremendous structural changes over the past four decades. The party-state faces a fundamental tension in its pursuit of social stability and regime durability. Repressive state strategies enable the Chinese Communist Party to maintain its monopoly on political power, which is consistent with the regime's authoritarian essence. Yet the quality of governance and regime legitimacy are enhanced when the state adopts more inclusive modes of engagement with society. How can the assertion of political power be reconciled with responsiveness to societal demands? This dilemma lies at the core of evolutionary governance under authoritarianism in China. Based on a dynamic typology of state-society relations, this volume adopts an evolutionary framework to examine how the Chinese state relates with non-state actors across several fields of governance: community, environment and public health, economy and labor, and society and religion. Drawing on original fieldwork, the authors identify areas in which state-society interactions have shifted over time, ranging from more constructive engagement to protracted conflict. Originally published in 1985. China is currently making a massive effort to educate its workforce in a formal and structured system. A good deal has been written about China’s attempts, since 1949, to eradicate illiteracy and to universalise primary and secondary school education but the subject of this book is an educational system established to meet the needs of those already employed whether in government, industry or agriculture. Two study teams, sponsored by the lnternational Council for Adult Education, visited China in 1981 to explore this educational phenomenon. Their findings, updated by subsequent ICAE visits and enriched by further reading, form the basis of this book. This is the story of the Chinese experience of developing adult education. The Governance and Management of Universities in Asia

This volume seeks to identify and explore the dynamics of global forces on the development of higher education in Asia, in particular, how neoliberalism has affected reforms on university governance and management in the region. It includes a set of country-specific studies on how various countries have responded to the dominant neoliberal ideology at the systemic, institutional, and process levels. The focus is on the relationship between the state and the universities, which is usually reflected in the degree of autonomy and accountability allowed in a particular higher education system. The selected countries are Cambodia, China, Indonesia, India, Japan, Malaysia, Singapore, South Korea, and Thailand. Each case study examines the establishment of corporatised or autonomous universities in the country focusing on (i) the acts, reports, and/or policies that led to such a move as well as the rationales behind the move; (ii) the changes in the governance and organisational structure of the universities, highlighting the kinds of autonomy that the universities have; (iii) the new management strategies, techniques, and practices that have been introduced to the university including the internal and external quality assurance mechanisms, and (iv) some of the tensions, conflicts, and acts of resistance that may have emerged.
