Participatory governance has a long history in India and this book traces historical-intellectual trajectories of participatory governance and how older Western discourses have influenced Indian policymakers. While colonial rulers devolved power to accommodate dissenting voices, for independent India, participatory governance was a design for democratizing governance in its true sense. Participation also acted as a vehicle for localizing governance. The author draws on both Western and non-Western theoretical treatises and the book seeks to conceptualize localizing governance also as a contextual response. It also makes the argument that despite being located in different socio-economic and political milieu, thinkers converge to appreciate localizing governance as perhaps the only reliable means to democratize governance. The book aims to confirm this argument by reference to sets of evidence from the Indian experience of localizing governance. By attempting a genealogy of participatory governance in the West and in India, and an empirical study of participatory governance in India, the book sheds light on the exchange of ideas and concepts through space and time, thus adding to the growing body of literature in the social sciences on ‘conceptual flow’. It will be of interest to political scientists and historians, in particularly those studying South Asia.

This book brings together rich field studies from 42 panchayats in 12 states, to show how decentralization is working in Indian villages. It analyzes the social, political, and economic forces influencing variations in the degree of empowerment of Scheduled Castes, Scheduled Tribes, and women and looks at likely future developments. The research methodology used brings insights from a micro approach instead of macro-level generalities.

This handbook examines 25 years of decentralised governance and development in India. It provides a historical overview of developments since the introduction of decentralisation reforms (73rd and 74th Constitutional Amendment Acts) and critically assesses the measures initiated to strengthen decentralised institutions and deepen grassroots democracy. It also discusses the status of service delivery and identifies the issues and challenges involved in achieving development at the local level. The volume studies themes such as the devolution of powers in India, administrative and fiscal decentralisation, decentralised planning, Panchayats in scheduled areas, the sociological aspects of decentralisation, caste, gender and local democracy, capacity building, ICT for local governance, urban local governance, workfare and decentralisation, and decentralised natural resource management. It also looks at Panchayati Raj institutions from a Gandhian perspective. The first of its kind, this handbook will be an essential read for scholars and researchers of decentralisation and development, development studies, fiscal decentralisation, political studies, political sociology, Indian politics, Indian government, public policy and governance, political economy, South Asian studies, and South Asian politics.

This book examines the issues of urban governance and local democracy in South India. It is the first comprehensive volume that offers comparative frameworks on urban governance across all states in the region: Karnataka, Andhra Pradesh, Telangana, Tamil Nadu and Kerala. The book focuses on governance in small district-level cities and raises crucial questions such as the nature of urban planning, major outstanding issues for urban local governance, conditions of civic amenities such as drinking water and sanitation and problems of social capital in making urban governance work in these states. It emphasizes on both efficient urban governance and effective local democracy to meet the challenges of fast-paced urbanization in these states while presenting policy lessons from their urbanization processes. Rich in empirical data, this book will be useful to scholars and researchers of political studies, public administration, governance, public policy, development studies and urban studies, as well as practitioners and non-governmental organizations.

This volume provides insights into the various issues pertaining to measurement, incidence and dimensions of poverty in India. It analyses various growth theories of spatial planning which have been propounded by various authors from time to time. There is a detailed study of the functioning of various poverty alleviation programmes in India and why they have not accomplished their objectives. An innovative attempt has been made to eliminate poverty by integrating grassroot planning and growth pole strategy. It also emphasizes that if the government, people and civil society work harmoniously, the ultimate goal of empowerment of the voiceless, rootless and powerless people of our country can be achieved.
