The competencies for One Health field epidemiology (COHFE) framework includes fourteen domains that cover technical and functional knowledge, skills, and competencies needed by One Health field epidemiologists working at all administrative levels, including district, regional, and national/international levels. [Author] This document is structured to cover the knowledge, skills and competencies needed for three levels of epidemiology training programmes, frontline, intermediate and advanced, which loosely correspond to the administrative levels mentioned previously. [Author] The subdomains and related competencies in this document are organized to create a link among the three administrative levels. [Author]

This document details higher order One Health competencies at the subdomain level based on competencies defined in the 14 domains of the COHFE Framework. [Author] The subdomain level higher order competencies are defined in Table X. [Author]1 for each domain (numbered by domain) at three training levels (frontline, intermediate and advanced), with each level building on the previous level so that demonstration of the previous level’s competencies is required in addition to those indicated at the given level. [Author] The guidance also recommends and describes curriculum topics and provides example learning objectives for all three training levels. [Author]

Epidemiology workforce capacity development is a key part of strengthening Animal Health Systems. The aim of a field epidemiology training programme is to improve the institutional capacity to detect, prevent, control, and manage animal diseases that negatively impact animal and human health, farmers’ livelihoods, food security, and trade. These guidelines provide an eight-step approach to develop competency based training programmes, from assessment of the needs and readiness of a country or region, to developing, planning, implementing, and monitoring and assessment of the impact of field epidemiology training programs. A set of core competencies developed by a participative and inclusive process, for frontline and intermediate levels, are provided to guide the development of curriculum and strategic plans to better achieve field epidemiology training programme sustainability. These guidelines should assist in addressing the veterinary services and animal health systems’ needs and priorities including field epidemiology workforce capacity development.

A NEW AND ESSENTIAL RESOURCE FOR THE PRACTICE OF EPIDEMIOLOGY AND PUBLIC HEALTH The CDC Field Epidemiology Manual is a definitive guide to investigating acute public health events on the ground and in real time. Assembled and written by experts from the Centers for Disease Control and Prevention as well as other leading public health agencies, it offers current and field-tested guidance for every stage of an outbreak investigation -- from identification to intervention and other core considerations along the way. Modeled after Michael Gregg's seminal book Field Epidemiology, this CDC manual ushers investigators through the core elements of field work, including many of the challenges inherent to outbreaks: working with multiple state and federal agencies or multinational organizations; legal considerations; and effective utilization of an incident-management approach. Additional coverage includes: Updated guidance for new tools in field investigations, including the latest technologies for data collection and incorporating data from geographic information systems (GIS) Tips for investigations in unique settings, including healthcare and community-congregate sites Advice for responding to different types of outbreaks, including acute enteric disease; suspected biologic or toxic agents; and outbreaks of violence, suicide, and other forms of injury For the ever-changing public health landscape, The CDC Field Epidemiology Manual offers a new, authoritative resource for effective outbreak response to acute and emerging threats. *** Oxford University Press will donate a portion of the proceeds from this book to the CDC Foundation, an independent nonprofit and the sole entity created by Congress to mobilize philanthropic and private-sector resources to support the Centers for Disease Control and Prevention's critical health protection work. The 2018 FAO-OIE-WHO (Tripartite) zoonoses guide, “Taking A Multisectoral, One Health Approach: A Tripartite Guide to Addressing Zoonotic Diseases in Countries” (2018 TZG) is being jointly developed to provide member countries with practical guidance on OH approaches to build national mechanisms for multisectoral coordination, communication, and collaboration to address zoonotic disease threats at the animal-human-environment interface. The 2018 TZG updates and expands on the guidance in the one previous jointly-developed, zoonoses-specific guidance document: the 2008 Tripartite “Zoonotic Diseases: A Guide to Establishing Collaboration between Animal and Human Health Sectors at the Country Level”, developed in WHO South-East Asia Region and Western Pacific Region. The 2018 TZG supports building by countries of the resilience and capacity to address emerging and endemic zoonotic diseases such as avian influenza, rabies, Ebola, and Rift Valley fever, as well as food-borne diseases and antimicrobial resistance, and to minimize their impacts on health, livelihoods, and economies. It additionally supports country efforts to implement WHO International Health Regulations (2005) and OIE international standards, to address gaps identified through external and internal health system evaluations, and to achieve targets of the Sustainable Development Goals. The 2018 TZG provides relevant country ministries and agencies with lessons learned and good practices identified from country-level experiences in taking OH approaches for preparedness, prevention, detection and response to zoonotic disease threats, and provides guidance on multisectoral communication, coordination, and collaboration. It informs on regional and country-level OH activities and relevant unisectoral and multisectoral tools available for countries to use.
