Guidance note on monitoring the sustainability of the bioeconomy at a country or macro-regional level

This guidance note describes a series of general steps to establish an effective and robust system to monitor the sustainability of the bioeconomy in a given country or macro-region. This note builds on lessons learned from existing experiences of national and macro-regional bioeconomy monitoring systems. It was jointly developed by the Food and Agriculture Organization of the United Nations (FAO) and the European Commission’s Joint Research Centre (JRC), under the mandate of the International Bioeconomy Forum.




Indicators to monitor and evaluate the sustainability of bioeconomy

FAO has been working for many years on non-food biomass products (including sustainable bioenergy) and biotechnology, and it received a mandate to coordinate international work on ‘food first’ sustainable bioeconomy by 62 Ministers present at the Global Forum for Food and Agriculture (GFFA) 2015. Moreover, FAO has received support from the Government of Germany to develop guidelines on sustainable bioeconomy development (Phase 1: 2016; Phase 2: 2017-mid 2020). This involves work on the bioeconomy monitoring, including the selection and use of indicators. The ultimate aim of FAO’s work on sustainability indicators is to provide technical assistance to countries and stakeholders in developing and monitoring sustainable bioeconomy, more particularly on identifying suitable indicators in line with the Sustainable Bioeconomy Aspirational Principles and related Criteria, agreed upon in 2016 by the International Sustainable Bioeconomy Working Group created in the context of FAO’s project on Sustainable Bioeconomy Guidelines. These indicators shall help both policy makers and producers/manufacturers in monitoring and evaluating the sustainability of their bioeconomy strategies and interventions. In order to cover all the relevant aspects and issues for a sustainable bioeconomy, our approach identifies impact categories from the sustainable bioeconomy principles and criteria. The monitoring approach suggested is balanced, since it considers the three sustainability dimensions (social, economic and environmental); at the same time, it proposes to use a limited set of core indicators, to keep the monitoring feasible and cost-effective. The suggested methodology starts with a review of existing monitoring approaches to identify already available indicators, from which the authors.




The bioeconomy toolbox

How to mainstream sustainability and circularity into the bioeconomy?

In its 2020 communiqué, the International Advisory Council on Global Bioeconomy has urged to strengthen good practices and policies to advance the global bioeconomy. The transition from a fossil-based economy to a bioeconomy happens at three levels: technological, organizational and social. In particular, agri-food systems are key to achieve a shift to sustainable and circular production and consumption patterns, since they occupy the biggest share of the bioeconomy from an economic, value-added perspective as well as having potential for discovery and innovation. This Compendium outlines 250 sources of good practices and policies. It covers the entire continuum of economic sectors that have a stake in biological knowledge and resources. The Compendium, therefore, highlights the wide range of aspects that are included in the concept of the bioeconomy. Being an inherently multisectoral process that involves potential synergies and trade-offs among different sustainability objectives, the implementation of bioeconomy strategies presents greater challenges than activities that are focused on a single sector. The report also shows how good practices and policies contribute to the translation of bioeconomy strategies into coordinated actions for the achievement of local priorities and sustainability goals, while also addressing global issues. Overall, the review identifies a knowledge gap: Assessments do not always indicate if practices and policies have enough evidence of impact to be recommended as models that contribute to sustainability objectives of the bioeconomy. To address this, a context-specific approach described in Chapter 5, provides support for countries to make evidence-based decisions on policies and investments for the bioeconomy. The approach helps to identify good practices and policies ex-ante, which can help achieve common sustainability objectives of bioeconomy strategies that were presented in the 2019 FAO report, Towards sustainable bioeconomy - Lessons learned from case studies. Taken together, this Compendium and the 2019 report, provide practical guidelines and resources that can support decision-makers and stakeholders in bioeconomy systems to make progress towards reaching sustainable outcomes.




Economics, Ecology, and Policy for the Bioeconomy

This book demonstrates that a holistic approach to the bioeconomy is essential if it is to achieve its full potential in driving economic growth while simultaneously providing ecological, social and technological benefits. Definitions of the ‘bioeconomy’ vary but in general it incorporates the ways in which societies manage and distribute their primary or secondary biological resources for further use in everyday life (e.g. food, materials, and energy). Opportunities for youth in the bioeconomy

This report provides a comprehensive analysis of key challenges and barriers to achieving greater youth inclusion in the bioeconomy. The analysis covers key factors (push/pull factors) that impact youth employment and entrepreneurship opportunities, such as education, vocational training, skills building, technology and business development. It also underscores the significance of considering economic development opportunities, rural–urban dynamics, and sustainable resource management when implementing policies. The Bioeconomy
