Argentina has a fairly developed transport system, which in the case of cargo shows a performance in progressive decline, with remarkable differences between components, logistics chains, and regions. Water transport, a key sector for the country's connectivity with world markets, encounters difficulties when it comes to facilitating international trade. Two of these difficulties are of a structural nature, the first related to Argentina's location in global maritime networks, far from key markets and major cargo corridors. The second concerns the limitations inherent to the waterways accessing ports with the largest movements of agri-bulks and containers, on the Rio de La Plata and the Lower Parana River. Ports and waterways were subject to far-reaching reforms in the 1990s, fostering the greater participation of the private sector through dredging and port terminal operation concessions. At present, the contractual terms of these reforms are coming to an end, so the government now has the opportunity to redefine them, within the framework of a global context where maritime navigation - and cargo logistics in general - faces major changes and challenges. This is thus an auspicious moment to redefine strategies for ports and inland waterways, looking at safeguarding the country's maritime connectivity and fostering greater competitiveness in international trade, whose growth is intrinsic to economic development and poverty reduction.




Assessment of Potential of Maritime and Inland Ports and Inland Waterways and of Related Policy Measures, Including Industrial Policy Measures

The study "Assessment of the potential of maritime and inland ports and inland waterways and of related policy measures, including industrial policy measures", is one of the four lots of the "Study on support measures for the implementation of the TEN-T core network related to sea ports, inland ports and inland waterway transport". Its aim is to identify policy measures, which could promote the development of waterborne transport, covering maritime and inland transport and ports. The outcome of the study will be used to provide support to EU programs, in particular, the revised Trans-European Transport Network guidelines (TEN-T), the Strategy "Ports: an engine for growth" and the NAIADES II package "Towards quality inland waterway transport". These three documents set out the main priorities and actions to be taken in order to achieve the transport policy objectives of the White Paper 2011.

The objectives of this Study are: - To identify and analyse the existing role and the maximum realistic potential of EU waterborne transport along the TEN-T core network in a forward-looking way. - To develop recommendations for strategies and measures to realise this potential in a 2020-2030 timeframe at TEN-T core network, TEN-T corridor and port levels. In line with these objectives, the main results presented in this Executive Summary include: - A critical review of major developments and strategies related to the EU waterborne system - Main obstacles limiting the development of waterborne transport and policy scenarios to address them - Most updated European wide freight traffic projections for waterborne transport - An assessment of the policy scenarios and a set of recommendations on most promising measures.







Applying Advanced Information Systems to Ports and Waterways Management

The future safety of maritime transportation in the United States-a major factor in the nation's international trade and economic well-being-will depend heavily on the quality of port and waterways information systems. Many U.S. ports and waterways lack adequate information services, although certain elements of advanced systems are now available in some locations. Barriers to improvements in information systems include the division of responsibilities for waterways management among multiple agencies at all levels of government, a lack of coordination among the federal agencies responsible for waterways management, inadequate budgets for some critical maritime programs, the high costs of some specialized technologies, stakeholder opposition to user fees, limited access to certain key data, the incompatibility of many independently developed systems, and the absence of standards for some attractive technologies. In this report, the second phase of a three-year study by the Committee on Maritime Advanced Information Systems of the National Research Council, a strategy is presented for overcoming the major barriers and deficiencies and providing a minimum level of maritime safety information nationwide. In this phase of the study, the committee concentrated on maritime information systems that promote safety, which is the area of greatest need. The committee did not examine in detail the relationship between navigation safety and maritime transportation efficiency or evaluate information systems that promote efficiency; the committee believes, however, that these issues deserve further attention.
