Irrigation has been and will continue to be an agricultural and rural investment priority. Development of the irrigation sector faces multiple challenges, including water scarcity and degradation, competition over shared resources, and the impact of climate change. Innovations are needed to address these challenges, as well as emerging needs, and to promote productive, equitable and sustainable water management. These guidelines, produced by an inter-agency team, highlight experiences and lessons learned from global irrigation investment operations. They introduce innovative approaches, tools and references, and provide practical guidance on how to incorporate or apply them at each stage of the investment project cycle. The guidelines will be a useful resource for national and international professionals involved in irrigation investment operations.

As the Chinese economy continues to grow, increased commercial engagement with Africa will offer the continent new and rewarding prospects for trade, investment and economic development. The challenge is for Africa to grasp these opportunities and take full advantage of China's friendship and willingness to co-operate. The Forum on China-Africa Co-operation (FOCAC) provides a mechanism for all-inclusive diplomatic consultation to advance China Africa co-operation and to effectively manage expanding economic inter-dependence. FOCAC is a political arena for developing Sino-African co-operation and problem solving. FOCAC also provides an important framework for developing a common development agenda. Given new global trends towards antiglobalisation, FOCAC's importance is expected to increase in the years ahead. This book seeks to strengthen the China-Africa relationship and offer new suggestions for both policy makers and scholars seeking to understand and advance FOCAC for mutual benefit. FOCAC holds the key to Africa's development and long-term prosperity. The new policy initiatives and proposals outlined in this study make a very valuable contribution to strengthening FOCAC and advancing Africa's economic development.

These guidelines have been drawn up as part of the AgrInvest-Food Systems Project (AgrInvest-FS), a collaboration between the Food and Agriculture Organization of the United Nations (FAO) and the European Centre for Development Policy Management (ECDPM) to promote private investments in African food systems that contribute to sustainable development objectives. The purpose of these guidelines is to serve as a reference and provide practical country-customized guidance to foster sustainable investments in agrifood systems in the four African countries covered by the AgrInvest-FS project of FAO-ECDPM.
