"The WPA Records are, for the most part, carbon copies of the original that was typed on onion skin paper during the Depression. Since these records were typed on poor machines by people who did not type well either and read by persons not always sure of the older handwritten material, the results are often less than perfect. ... Sometimes there are water stains and burned edges around the paper."
