Following the completion of the vehicle weights and dimensions research program in 1986, the implementation planning committee was charged with the responsibility of developing a plan to implement regulatory reform that would result in uniformity in interprovincial truck size and weights in canada. this report lays out the recommended principles and limits which were developed in the context of the following objectives: 1) to encourage the use of the most stable heavy vehicle configurations through the implementation of practical, enforceable weight and dimensions limits, 2) to balance the available capacities of the national highway transportation system by encouraging the use of the most productive vehicle configurations relative to their impact on the infrastructure, and 3) to provide the motor transport industry with the ability to serve markets across canada using safe, productive, nationally acceptable equipment. the recommendations cover all aspects of tractor/trailer size and weight limits, including wheelbase, axle spacing, fifth wheel offset, rear overhang, track width, drawbar length, tire and suspension type, and overall height, width, length and weight. this report is a revised edition of the original draft report issued in june 1986 (irrd 291089).

In June 2001, ministers responsible for vehicle weight & dimensions regulations within Atlantic Canada endorsed, in principle, a proposal which will lead to full implementation of uniform regulatory requirements throughout the region by the end of 2009. The proposed agreement includes weight & dimension limit standards and an implementation strategy. This publication is a guide to the provisions of the 2001 agreement and summarizes general dimensional & weight limits as well as limits for the following configurations: tractor semitrailer, tractor & two trailers, straight trucks, truck-pony trailer combinations, truck-full trailer combinations, tandem steering axel truck combinations with full or pony trailers, and intercity buses.

This research originated at the time of the announcement of the major study by the Roads and Transportation Association of Canada and the Canadian Council of Motor Transport Administrators study into heavy vehicle weight and dimension regulations. This study attempts to put together an understanding of how the twelve sets of weight and dimension regulations in Canada work, where the major differences are, and what the implications are. The report describes the impact of the regulations in terms of how they affect the design of truck combinations, how the vehicles that result affect trucking costs and rates, how the different regulations have affected the characteristics of truck fleets in various parts of the country, and how individual operators make decisions in terms of their own operations.
