This synthesis will be of interest to transportation planners, highway engineers, environmental personnel, highway design engineers, transit planners, highway administrators, and others concerned with the planning, design, and operational features of preferential high- occupancy vehicle (HOV) lanes on highways. Information is provided on the current and proposed state of the practice in North America. This synthesis describes the state of the art with respect to preferential treatment for HOVs on highways. This report of the Transportation Research Board provides information on long-distance facilities, such as barrier-separated, concurrent-flow (separated and nonseparated), and contraflow facilities, as well as on short-distance facilities, such as queue by-pass lanes. Planning, design, and operational features of each treatment are described. The issues and operating results are described, and specific case studies are included.

This report presents the examination of historical trends and current experiences with high-occupancy vehicle (HOV) projects in six selected case study sites. HOV facilities in Houston, Texas; Minneapolis, Minnesota; Orange County, California; Pittsburgh, Pennsylvania; Seattle, Washington; and Washington D.C./Northern Virginia are examined. In addition, available information on other HOV projects located on freeways or in separate rights-of--way is reviewed. The report presents one part of a three-year assessment of HOV projects in North America. The report includes an examination of historical information on utilization levels, operating characteristics, and impacts of the HOV projects.

This High Occupancy Vehicle (HOV) Marketing Manual is designed to provide marketing and HOV professionals with practical guidelines for improving the public awareness, understanding, acceptance, and use of HOV facilities. The organization of the manual features four main sections. The first section, Introduction, contains highlights from case studies of HOV marketing experience and summarizes a few key principles of successful marketing gleaned from these studies. The next main section, Planning the Campaign, addresses such key topics as market research, campaign strategy, marketing materials, and constituency building. The third main section, Implementing the Campaign, covers media relations, advertising placement, promotion, community relations, and ongoing marketing activities. The last major section, Monitoring and Evaluation, discusses the need to monitor and assess the marketing campaign, public response, and HOV lane performance. Finally, Appendices contain sample marketing materials from a variety of HOV projects, project data, the case studies themselves, and a list of contacts who have had experience marketing HOV lanes in various parts of the country.
