Mass Higher Education Development in East Asia

This book discusses mass higher education development in East Asian countries by means of three main issues: the strategy for higher education development; the way professors and students in the region are experiencing the rapid developments; and the challenges imposed by mass higher education. These challenges include the quality of education as well as structural changes in the rapidly developing systems, funding sources for supporting mass higher education, and job markets for college graduates. Part I discusses how the East Asian countries have accomplished or are in the process of accomplishing the rapid development of higher education. Japan, Korea, China, Taiwan, Malaysia, Singapore, and Hong Kong serve as case studies of mass higher education in the region. The case studies introduce and discuss national strategies to develop higher education, funding sources and mechanisms, and initiatives to assure quality of education in a period of rapid growth. Teacher Education in Taiwan

Since the Teacher Education Act was in place in 1994, student teachers were educated through diverse educational institutions instead of the traditional normal schools (Taiwan’s equivalent of teachers’ colleges). But such market-based teacher education has been altered by politics, society and culture in the direction of government-controlled teacher education, particularly in the quality evaluation of teacher education. Taiwan maintains teacher education quality by controlling the number of teachers, using teacher assessment to eliminate teachers who are not up to standard, evaluating teacher education institutions, evaluating professional development of teachers to raise elementary and secondary teacher quality. University Rankings


Book Description

This book adopts a qualitative case study approach to provide the readers with a systematic delineation and interpretation of the implications of the university ranking phenomenon for Taiwan’s higher education system. It reviews the literature on different theories concerning the global transformation of higher education and presents basic information on higher education in Taiwan. The author develops a four-dimensional framework for the analysis of the ranking phenomenon in the island-state. First, the technological/ecological dimension aims to look into how the rankings have impacted Taiwan’s higher education based on empirical findings from five Taiwanese public universities. Next, the technological/geographical dimension examines how Taiwan can use rankings to promote its interests in global higher education. The two conceptual dimensions focus on the relationship between the rankings and power in higher education. They show how the phenomenon can be read and explained through theoretical lenses from ecological and geographical perspectives. From an ecological perspective, the empirical evidence suggests that the influence of rankings varies throughout the academic hierarchy in Taiwan. The theoretical analysis then illustrates the relationship between the ranking phenomenon and the power structure in academic hierarchy. Geographically, while the empirical analysis is based on data from Taiwan, the theoretical analysis offers essential insights that help readers to understand the changing global landscape of higher education and its implications in East Asia.
