The Driver and Vehicle Operator (DVO) Group is part of the Department for Transport and is made up of four agencies: the Driving Standards Agency, the Driver and Vehicle Licensing Agency (DVLA), the Vehicle Certification Agency (VCA) and the Vehicle and Operator Services Agency (VOSA). It was established in 2003 to promote closer collaboration between the agencies and to develop modernised co-ordinated services in order to deliver improved customer services and value for money. The Highways Agency is an executive agency of the Department for Transport and is responsible for operating, maintaining and improving the strategic road network in England. Issues considered in the Committee's report include how the agencies contribute to departmental objectives and policy, issues of accountability and transparency, agency funding and accounts, shared systems and co-ordination.

Over 3,500 people are killed on our roads each year, with a further 33,000 seriously injured. The Committee's report focuses on the role of traffic law in making our roads and communities safer, and on the role of the police and other agencies in roads policing. Issues discussed include the adequacy of traffic offences and penalties; whether the police and other enforcement agencies have the right priorities; the needs of pedestrians and cyclists; policy options to deal with dangerous drivers before they cause harm; the impact of uninsured, unlicensed and banned drivers on traffic enforcement; and the effects of administrative changes (such as the transfer of network management duties from the police to the Highways Agency) on road safety and effective law enforcement. Findings of the Committee include the need for a radical overhaul of the way serious traffic offences are dealt with, by the police, the Crown Prosecution Service and the courts system, as well as in public attitudes towards poor driving standards. The Committee praises the work undertaken by the Department for Transport to prioritise road safety issues, and calls on the Home Office to act urgently to establish an appropriate legal framework for dealing with road offenders and ensuring our roads are properly policed.

Financial Protection for Air Travellers

A protection scheme for consumers who have flight problems has been in operation since 1973, called Air Travel Organisers' Licensing (ATOL). However, this scheme does not cover passengers who have purchased tickets directly from scheduled airlines, including both full-service and no-frills airlines. In a previous report (HCP 454-I, session 2002-03; ISBN 0215011996), the Committee judged this practice to be discriminatory and recommended the Government give urgent consideration to this matter. Given that the Civil Aviation Authority is shortly due to present advice to the Government on reform of consumer protection arrangements, following public consultation, the Committee's report examines financial protection for air travellers, including the complexity of the current situation, options for future protection arrangements, costs, methods and timescales, and European legislation.

The Government's motoring agencies are undergoing reorganisation and are introducing digital services; both changes have potential to bring welcome improvements. The Government has a mixed approach to organisational change in the agencies with different emphasis on efficiency savings, restructuring, and private sector involvement across the agencies. It needs to do more to explain the future direction for all the motoring agencies and how it will create a more unified service. The agencies could do more to recognise and respond to the needs of business users. There are a number of specific areas that require action by the Government and its motoring agencies: the driver Certificate of Professional Competence may not be delivering all the benefits expected of it and the Government should negotiate changes at a European level; the agencies need to have effective assisted digital strategies in place to help those who cannot or are unwilling to use the internet to access services; the agencies need to work with the Government Digital Service and others to address the problem of misleading copycat websites; the DVLA needs to do more to explain how it is required to share personal data with private parking companies and the safeguards that are in place to protect such data; the DVLA needs to adjust it's fees to ensure costs are covered and do more to explain it's calculations; and data sharing needs to be effective, if revenue collection, action on safety and work by enforcement agencies are to be effective, and new services need to be planned with data sharing in mind

Managing Early Departures in Central Government


Book Description

The 2010 Spending Review required most departments to make cost savings, which would require staff reductions. Departments have reduced their number of employees to around 35,000 in 2011, nearly 18,000 of which have been achieved through early departures. If these staff reductions achieved and planned, are to be sustainable then they will need to be supported by a redesign of the way business is carried out. The Committee is not convinced that all departments are putting in place the fundamental redesign in working practices that is needed to operate permanently with a lower number of staff and this with the pace and scale of reductions means that there is a real risk to departments' ability to deliver services. And there concern about the lack of clear information to track the extent to which this risk is materialising. Without this information it is difficult to know to what extent services are being adversely affected by staff departures. The efficiency of early departures has been hampered by poor management information. Departments are considering individuals' performance when making decisions on staff departures. But the quality of data in performance appraisals has not been detailed enough to support this decision-making. The Committee considers that improving the quality and consistency of performance appraisal arrangements would bring both efficiency savings and better decision-making about the management of the workforce. The Treasury is responsible for signing off any individual exit payments that exceed the terms of the compensation scheme. It was discovered that the Treasury does not keep proper records of such requests and the Committee expects to see this rectified. The Cabinet Office estimates that around half of the required headcount reduction is yet to come and this is likely to be more challenging as the more achievable cuts have already been made and future cuts are likely to involve more compulsory redundancies.




Air quality


Book Description

Dangerous levels of particulate matter (PM2.5 or PM10) and chemicals (such as NO2 ) in the air are contributing to tens of thousands of early deaths every year in UK cities. Yet the Committee found that Ministers appear to be actively trying to dilute safety standards to avoid EU fines. 30,000 deaths in the UK were linked to air pollution in 2008 - with 4,000 in London alone. But business plans produced by the Department for Transport and Defra do not even mention air quality – despite a commitment in the Coalition agreement to work towards full compliance with EU air quality standards. The Government will be able to pass EU fines for air pollution breaches to local authorities, subject to new procedures in the Localism Bill. However, this report raises a number of concerns about the ability of councils to tackle this problem without coordination and assistance from central Government and points out that the causes of poor air quality are often beyond an individual authority's control. The committee is calling on the Government to establish a national framework of low emissions zones to help local authorities reduce traffic pollution. It is also urging Ministers to launch a public awareness campaign to drive air quality up the political agenda. Under European Union air quality laws the daily pollution levels of PM10 must not be above the legal limit on more than 35 days in a year. By the 21 April 2011 London had already exceeded this year's target, according to the Campaign for Clean Air in London.
