This book introduces the background of China’s issue of nationality from the very beginning. Throughout the country’s history, all the nationalities that lived and prospered on Chinese land created a pattern of cultural diversity within national unity through their interaction and integration. The formation of this pattern is due not only to the geographical fact that China covers a broad expanse on the Asian continent but also to the historical fact that it is home to disparate and ancient human heritages, and to culturally diverse historical sources.The book’s five chapters explain the evolution of the CPC’s policy towards nationalities. At the time of the PRC’s founding, the Common Program (in essence an interim Constitution) passed by the Chinese People’s Political Consultative Congress (which was composed of people from all sectors of society and all of China’s nationalities) not only declared that people of all China’s nationalities had equal rights, but also stipulated that: regional national autonomy would be practiced in all areas where minority nationalities were concentrated; that all nationalities had the right to develop their native languages and culture and to maintain or reform their customs and religious beliefs; and also mandated that people’s governments support the development of minority nationalities in the areas of politics, the economy, culture and education.In the final section, the book demonstrates that the subject of how /divthe CPC addresses nationality-related issues is a dynamic one that encompasses the past, present and future, and is simultaneously an answer, a process and a question./div




Ethnic Policy in China

Following significant interethnic violence beginning in 2008, Chinese intellectuals and policymakers are now engaged in unprecedented debate over the future direction of their country's ethnic policies. This study attempts to gauge current Chinese opinion on this once-secretive and still highly sensitive area of national policy. Domestic Chinese opinion on ethnic policies over the last five years is reviewed and implications for future policies under the new leadership of CPC Secretary General Xi Jinping are explored. Careful review of a wide spectrum of contemporary Chinese commentary identifies an emerging consensus for ethnic-policy reform. Leading public intellectuals, as well as some party officials, now openly call for new measures strengthening national integration at the expense of minority rights and autonomy. These reformers argue that divisive ethnic policies adopted from the former USSR must be replaced by those supporting an ethnic "melting pot" concept. Despite this important shift in opinion, such radical policy changes as ending regional ethnic autonomy or minority preferences are unlikely over the short-to-medium term. Small-yet-significant adjustments in rhetoric and policy emphasis are, however, expected as the party-state attempts to strengthen interethnic cohesiveness as a part of its larger agenda of stability maintenance. About the author James Leibold is a senior lecturer in Politics and Asian Studies at La Trobe University in Melbourne, Australia. He is the author of Reconfiguring Chinese Nationalism (2007) and co-editor of Critical Han Studies (2012) and Minority Education in China (forthcoming). In the first decade of the twenty-first century, the People's Republic of China experienced dramatic growth and expansion that altered the educational environment of children. Rapid economic development increased prosperity and educational opportunities for children expanded in a wealthier society. Yet, a by-product of rising wealth was rising inequality. While the children of the emerging urban middle and elite classes enjoyed new prosperity, the children of hte persistently poor in rural communities continued to experience challenges such as food insecurity, illness, hardships of family separation, and migrant life on the margins of the cities. This time period saw a large resource gap emerge between the home conditions of poor rural children compared with those of their wealthier urban counterparts. This book highlights the complexities China has experienced in seeking to extend full educational access to rural children— including rural- to- urban migrant and ethnic minority children—during a momentous period in China. Minzu as Technology

This book provides a unique ethnographic approach to the understanding of ethnogenesis in the Chinese context, with a particular focus on how it is being reshaped in the post-2000s era. It reinterprets the Chinese concept of ethnicity, or minzu, by investigating its evolution in relation to the proliferation of media technologies. In an era characterized by digital connectivity, the quest for ethnic identity has taken on new dimensions. Eurasian Empires as Blueprints for Ethiopia


Book Description

This book is a contribution to the global history of the transfer of political ideas, as exemplified by the case of modern Ethiopia. Like many non-European nation-states, Ethiopia adopted a western model of statehood, that is, the nation-state. Unlike the postcolonial polities that have retained the mode of statehood imposed on them by their colonial powers, Ethiopia was never successfully colonized leaving its ruling elite free to select a model of ‘modern’ (western) statehood. In 1931, via Japan, they adopted the model of unitary, ethnolinguistically homogenous nation-state, in turn copied by Tokyo in 1889 from the German Empire (founded in 1871). Following the Ethiopian Revolution (1974) that overthrew the imperial system, the new revolutionary elite promised to address the ‘nationality question’ through the marxist-leninist model. The Soviet model of ethnolinguistic federalism (originally derived from Austria-Hungary) was introduced in Ethiopia, first in 1992 and officially with the 1995 Constitution. To this day the politics of modern Ethiopia is marked by the tension between these two opposed models of the essentially central European type of statehood. The late 19th-century ‘German-German’ quarrel on the ‘proper’ model of national statehood for Germany – or more broadly, modern central Europe – remains the quarrel of Ethiopian politics nowadays. The book will be useful for scholars of Ethiopian and African history and politics, and also offers a case in comparative studies on the subject of different models of national statehood elsewhere.
