Book Description

This book examines human development in times of crisis, and its effect on social justice and democracy, with a focus on the delay in developmental progress caused by the ‘Great Recession’, the worst economic crisis in decades. The book places particular focus on policies of human development. It scrutinizes the philosophical foundations of human development while at the same time analyzing the underlying social, economic and institutional backgrounds which are conductive or limiting with respect of the task of politics of human development in times of crisis. Against this background, the project is concerned with the value added of applying the capabilities approach in order to assess the state and the policies of human development. This book connects demands for programmatic conceptions and social analyses in order to assess the opportunities for more capability-enhancing projects and public policies that aim to help counter the developmental setbacks from the economic crisis, and to enhance the quality of society and social justice.




Children and Youth in Crisis

The successful development of children and young people requires that we protect and nurture a set of interrelated physiological, cognitive, and socio-emotional systems. What happens to these systems in early life can have long-term consequences and can even carry over to the next generation. The impact of economic crises on human development is similarly complex and heterogeneous. Some families and some young people display astonishing resilience – either by being comparatively unscathed by crises or by their ability to recover quickly and healthily. Other families and individuals may be unable to prevent exposure, unable to protect themselves, or may not have the same capacity to adapt positively when exposed to a crisis, with potentially serious long-term consequences for healthy development. Human development lies at the intersections of neurology and sociology, genetics and psychology, biology and economics; and this volume approaches the study of shocks and human development from a variety of disciplinary perspectives: economics, sociology, anthropology, and social and developmental psychology. This volume describes the impact of aggregate shocks on human development, and the subtle and intricate settings and pathways through which individuals can be affected. Depending on the timing, duration, transmission mechanisms, and context, the consequences for children's physical, cognitive, and socio-emotional development may be costly and irreversible. Fortunately, although children suffer in adversity, they can also benefit positively when exposed to enriching environments. We need to develop and implement effective interventions to prevent the worst consequences of exposure to shocks, and to assist families and young people to recover. This volume explores what we know about protecting young people from lasting harm and promoting healthy development through a crisis. This volume is intended for policymakers, civil society, and others engaged in promoting and protecting human development and in designing and implementing safety nets during crisis. This is a novel approach as it incorporates the experiences from such diverse disciplines to provide a comprehensive understanding of the complex interactions that define human development.







Children and Adolescents in Times of Crises in Europe


Book Description

This book presents an analysis of the impact of the social crisis on the well-being of children and adolescents in Europe. Focusing on the fields of health, employment and social status, this book highlights that the impact of crisis has to be viewed in light of the state policies in reaction to crisis. Chapters in the book offer new perspectives of a reflexive crisis research objectifying crisis and analyzing what is referred to as crisis by whom, how, for what purposes and with which implicit or explicit solutions. COVID-19 and Human Development

The COVID-19 (coronavirus) pandemic is unleashing a human development crisis. On some dimensions of human development, conditions today are equivalent to levels of deprivation last seen in the mid-1980s. But the crisis is hitting hard on all of human development's constitutive elements: income (with the largest contraction in economic activity since the Great Depression), health (directly causing a death toll over 300,000 and indirectly leading potentially to an additional 6,000 child deaths every day from preventable causes over the next 6 months) and education (with effective out-of-school rates - meaning, accounting for the inability to access the internet - in primary education expected to drop to the levels of actual rates of the mid-1980s levels). This, not counting less visible indirect effects, including increased domestic violence, yet to be fully documented. The pandemic was superimposed on unresolved tensions between people and technology, between people and the planet, between the haves and the have-nots. These tensions were already shaping a new generation of inequalities-- pertaining to enhanced capabilities, the new necessities of the 21st century, as defined in the 2019 Human Development Report. But the response to the crisis can shape how those tensions are addressed and whether inequalities in human development are reduced. This note takes a capabilities approach to document the severity of the unfolding human development crisis. Such an approach implies an evaluative framework to assess the crisis and shape the policy response that emphasizes the potential for people to be and do what they aspire in life as opposed to material resources or economic activity. To assess the crisis, the note draws from original simulations that are based on an adjusted Human Development Index-- with the education dimension modified to reflect the effects of school closures and mitigation measures--and that incorporate current projections of gross national income (GNI) per capita for 2020.

The central paradox of the contemporary world is the simultaneous presence of wealth on an unprecedented scale, and mass poverty. Liberal theory explains the relationship between capitalism and poverty as one based around the dichotomy of inclusion (into capitalism) vs exclusion (from capitalism).
