Abstract: This hearing examines the possibility of amending the Internal Revenue Code by permitting individuals to direct a portion or all of their income tax refunds to a trust established for the relief of domestic and international hunger. The Hunger Emergency Assistance and Relief Trust Act of 1987 (or HEART) proposes the creation of a new revenue source to support hunger alleviation activities here in the United States and abroad.
