Impacts of COVID-19 on people’s food security: Foundations for a more resilient food system


Book Description

As part of the work implemented by CGIAR on COVID-19, the COVID-19 Research Hub Working Group 4 “Address food systems’ fragility and build back better” was tasked with implementing a global assessment of the impacts of COVID-19 on food systems and their actors, focusing specifically on the consequences that the pandemic had brought on the food security and nutrition of those who have been affected by the crisis. This includes formal and informal actors of the food supply chains (from producers to street vendors) as well as consumers, in both rural and urban environments. Building on this assessment, the task was then to draw on key principles of resilience in the context of humanitarian and food security crisis, to identify preliminary elements of a food system resilience research agenda.




Building more resilient food systems: Lessons and policy recommendations from the COVID-19 pandemic

In COVID-19 & Global Food Security: Two Years Later, the editors bring together contributions from new IFPRI research, blogs, and the CGIAR COVID-19 Hub to examine the pandemic’s effects on poverty, food security, nutrition, and health around the world. This volume presents key lessons learned on food security and food system resilience in 2020 and 2021 and assesses the effectiveness of policy responses to the crisis. Looking forward, the authors consider how the pandemic experience can inform both recovery and longer-term efforts to build more resilient food systems.




Resilience and Food Security in a Food Systems Context


Book Description

This open access book compiles a series of chapters written by internationally recognized experts known for their in-depth but critical views on questions of resilience and food security. The book assesses rigorously and critically the contribution of the concept of resilience in advancing our understanding and ability to design and implement development interventions in relation to food security and humanitarian crises. For this, the book departs from the narrow beaten tracks of agriculture and trade, which have influenced the mainstream debate on food security for nearly 60 years, and adopts instead a wider, more holistic perspective, framed around food systems. The foundation for this new approach is the recognition that in the current post-globalization era, the food and nutritional security of the world’s population no longer depends just on the performance of agriculture and policies on trade, but rather on the capacity of the entire (food) system to produce, process, transport and distribute safe, affordable and nutritious food for all, in ways that remain environmentally sustainable. In that context, adopting a food system perspective provides a more appropriate frame as it incites to broaden the conventional thinking and to acknowledge the systemic nature of the different processes and actors involved. This book is written for a large audience, from academics to policymakers, students to practitioners. This is an open access book.







Food Systems Resilience


Book Description

This book addresses some of the major challenges of food systems associated with a diversity of agricultural contexts and priorities. It contributes to the conversation on global food and nutrition security by unpacking the intertwined connections between food system resilience, food policies, and global food markets. The contributing authors provide careful analyses of how shocks to food systems (e.g., COVID-19 pandemic lockdowns) and crises to global food systems (e.g., the global food price crisis of 2008) have disrupted the food value chains in ways that undermine global initiatives to achieve food and nutrition security for all. The book is divided into two sections. Section 1 focuses on global food systems transformation with the goal of moving towards resilience. Two chapters in this section employ a global context approach to address the key factors undermining food systems’ resilience and sustainability. Section 2 presents case studies drawn from Africa, Asia, and Europe with different pathways for the transition to food systems resilience, highlighting the importance of policy approaches as well as smart and innovative strategies to ensure the production of nutritious foods at affordable costs, the reduction of food wastage, and the valorization of sub-products.




Changes in household income, food consumption, and diet quality in urban and rural areas of Ghana during the COVID-19 crisis: Results of 2020 phone surveys


Book Description

This study provides an assessment of changes in household income, livelihood sources, food consumption, and diet quality during the first months of the COVID-19 crisis in a sample of households drawn from both urban and rural areas in Ghana. Phone surveys were conducted in June 2020 with 423 urban consumers in Accra and with 369 small-scale crop and fish farmers in rural areas in six regions in middle and southern Ghana. Data was disaggregated by asset quintiles for both the urban and the rural samples. Reduction in incomes were reported by 83 percent of urban households in Accra, mainly due to business closures and lower sales from their trading enterprises. Most households, however, are showing resilience in terms of food consumption, with a majority of urban consumers surveyed maintaining their pre-COVID-19 level of food consumption; only 9 percent of urban consumers reported reductions in food consumption to cope with income loss due to COVID-19. For the respondents in the rural areas in middle and southern Ghana, 76 percent reported income loss, and all reported that their livelihoods had been affected. Thirty-four percent of 2020 minor season crop farmers experienced difficulty in selling their produce, and 43 percent of all sample crop farmers anticipated difficulties in accessing inputs in the 2020 major season, mainly fertilizers and agrochemicals. Of those growing fish, 53 percent experienced difficulty in accessing inputs, mainly feeds; 60 percent reported increased input prices; and 64 percent of those harvesting from March to June 2020 experienced difficulties in selling their fish because of lower demand, lower tilapia prices, and higher transportation costs. Despite farm and nonfarm income losses, a majority of households in the rural sample reported maintaining previous levels of diet diversity and food consumption - only 11 percent reported reducing their food consumption to cope with income loss. Several months into the COVID-19 crisis in Ghana, households in both rural and urban areas showed some resilience in terms of their agricultural production and food consumption. Regular monitoring is needed, however, especially if household savings start to dry up and coping mechanisms become more restrictive.




The State of Food and Agriculture 2021


Book Description

The COVID-19 pandemic exposed the vulnerability of agrifood systems to shocks and stresses and led to increased global food insecurity and malnutrition. Action is needed to make agrifood systems more resilient, efficient, sustainable and inclusive. The State of Food and Agriculture 2021 presents country-level indicators of the resilience of agrifood systems. The indicators measure the robustness of primary production and food availability, as well as physical and economic access to food. They can thus help assess the capacity of national agrifood systems to absorb shocks and stresses, a key aspect of resilience. The report analyses the vulnerabilities of food supply chains and how rural households cope with risks and shocks. It discusses options to minimize trade-offs that building resilience may have with efficiency and inclusivity. The aim is to offer guidance on policies to enhance food supply chain resilience, support livelihoods in the agrifood system and, in the face of disruption, ensure sustainable access to sufficient, safe and nutritious food to all.




Assessing the impacts of the COVID-19 pandemic on the livelihoods of rural people


Book Description

In this paper we focus specifically on differences in the welfare impacts of COVID-19 on rural livelihoods between countries using nationally representative data that we disaggregate by food system typology. This typology captures key structural differences in the organization of rural economies and the vulnerabilities to rural livelihoods due to the COVID-19 pandemic and associated lockdown measures. In particular, we draw on household survey data collected from 54 countries through the World Bank’s COVID-19 High Frequency Monitoring Dashboard to generate descriptive data on COVID-19 impacts in rural areas across three dimensions: income, coping strategies and food security. These descriptive data are disaggregated into four food system categories and contextualized and validated through a systematic review of rigorous, survey-based studies of COVID-19 impacts in rural areas. Through this analysis, the report provides insights on how COVID-19 is influencing rural livelihoods, how its impacts vary between countries and food system typologies, and, ultimately, how policymakers and the international community need to respond in order to foster an inclusive and sustainable recovery.




Targeting vulnerability hotspots along the agrifood system

We leverage the multi-stressor nature of the COVID-19 generalized disruption as an opportunity to test the out-of-sample forecasting accuracy of both theory-based and data-driven vulnerability prediction models for the ex ante targeting of preventive interventions. [Author] Taking advantage of the World Bank multitopic surveys for Ethiopia and Nigeria, the two most populous African countries, our retrospective evaluation assesses the models’ ability to anticipate households and agrifood system actors experiencing food insecurity and income losses during the COVID-19 pandemic. [Author] The results are disappointing: we document that, despite considerable heterogeneity across data and methods, both models do not achieve satisfactory out-of-sample forecasting performances. [Author] Our findings are robust to the use of different data, estimation methods, and several heterogeneity analyses and sensitivity checks. [Author] This evidence calls for a refinement of current profiling methodologies and for interoperability efforts to close existing microdata gaps. [Author] Such efforts would enable policymakers to implement more effective early-warning systems of vulnerability hotspots and improve the cost-effectiveness of development interventions aimed at targeting groups vulnerable to future food crises.
