China's Muslims and Japan's Empire

In this transnational history of World War II, Kelly A. Hammond places Sino-Muslims at the center of imperial Japan's challenges to Chinese nation-building efforts. Revealing the little-known story of Japan's interest in Islam during its occupation of North China, Hammond shows how imperial Japanese aimed to defeat the Chinese Nationalists in winning the hearts and minds of Sino-Muslims, a vital minority population. Offering programs that presented themselves as protectors of Islam, the Japanese aimed to provide Muslims with a viable alternative—and, at the same time, to create new Muslim consumer markets that would, the Japanese hoped, act to subvert the existing global capitalist world order and destabilize the Soviets. This history can be told only by reinstating agency to Muslims in China who became active participants in the brokering and political jockeying between the Chinese Nationalists and the Japanese Empire. Hammond argues that the competition for their loyalty was central to the creation of the ethnoreligious identity of Muslims living on the Chinese mainland. Their wartime experience ultimately helped shape the formation of Sino-Muslims' religious identities within global Islamic networks, as well as their incorporation into the Chinese state, where the conditions of that incorporation remain unstable and contested to this day.




Becoming Muslim in Imperial Russia

In the nineteenth century, the Russian Empire's Middle Volga region (today's Tatarstan) was the site of a prolonged struggle between Russian Orthodoxy and Islam, each of which sought to solidify its influence among the frontier's mix of Turkic, Finno-Ugric, and Slavic peoples. The immediate catalyst of the events that Agnes Nilufer Kefeli chronicles in Becoming Muslim in Imperial Russia was the collective turn to Islam by many of the region's Krashens, the Muslim and animist Tatars who converted to Russian Orthodoxy between the sixteenth and eighteenth centuries.The traditional view holds that the apostates had really been Muslim all along or that their conversions had been forced by the state or undertaken voluntarily as a matter of convenience. In Kefeli’s view, this argument vastly oversimplifies the complexity of a region where many participated in the religious cultures of both Islam and Orthodox Christianity and where a vibrant Krashen community has survived to the present. By analyzing Russian, Eurasian, and Central Asian ethnographic, administrative, literary, and missionary sources, Kefeli shows how traditional education, with Sufi mystical components, helped to Islamize Finno-Ugric and Turkic peoples in the Kama-Volga countryside and set the stage for the development of modernist Islam in Russia.Of particular interest is Kefeli’s emphasis on the role that Tatar women (both Krashen and Muslim) played as holders and transmitters of Sufi knowledge. Today, she notes, intellectuals and mullahs in Tatarstan seek to revive both Sufi and modernist traditions to counteract new expressions of Islam and promote a purely Tatar Islam aware of its specificity in a post-Christian and secular environment.

Drawing from a wealth of Russian and Turkic sources, Mustafa Tuna surveys the roles of Islam, social networks, state interventions, infrastructural changes and the globalization of European modernity in transforming imperial Russia's oldest Muslim community: the Volga-Ural Muslims. Shifting between local, imperial and transregional frameworks, Tuna reveals how the Russian state sought to manage Muslim communities, the ways in which both the state and Muslim society were transformed by European modernity, and the extent to which the long nineteenth century either fused Russia's Muslims and the tsarist state or drew them apart. Tatar Empire

Imperial Mecca

With the advent of the steamship, repeated outbreaks of cholera marked oceanic pilgrimages to Mecca as a dangerous form of travel and a vehicle for the globalization of epidemic diseases. European, especially British Indian, officials also feared that lengthy sojourns in Arabia might expose their Muslim subjects to radicalizing influences from anticolonial dissidents and pan-Islamic activists. European colonial empires’ newfound ability to set the terms of hajj travel not only affected the lives of millions of pilgrims but also dramatically challenged the Ottoman Empire, the world’s only remaining Muslim imperial power. Michael Christopher Low analyzes the late Ottoman hajj and Hijaz region as transimperial spaces, reshaped by the competing forces of Istanbul’s project of frontier modernization and the extraterritorial reach of British India’s steamship empire in the Indian Ocean and Red Sea. Imperial Mecca recasts Ottoman Arabia as a distant, unstable semiautonomous frontier that Istanbul struggled to modernize and defend against the onslaught of colonial steamship mobility. As it turned out, steamships carried not just pilgrims, passports, and microbes, but the specter of legal imperialism and colonial intervention.
