This is a Simple question of law. Statutes United States, 1867, ch. 1, requires the Clerk of the preceding House of Representatives to make, before the meeting of Congress, a roll of those persons whose credentials Show that they were regularly elected in accordance with the laws of their States, respectively, or the laws of the United States.
