The dynamics of migration in Europe have changed dramatically over the last few decades. Some countries, such as Ireland, Italy and Spain, are newcomers to an increasingly diverse Europe, having moved from being sources of emigration to destinations for migrants. Others such as France, Germany and the UK have many more years of experience with immigrants. Some of the biggest challenges facing Europe in the context of migration relate to irregular migration and integration by immigrants and refugees. What are the immigration needs of the different European countries? What are their labour needs? Can Europe’s existing population satisfy those labour needs? How can European countries work together to protect and improve the current refugee and asylum system? In the light of these pressing issues, it is vital that academics and NGOs work together to promote debate, research and the publication of reliable information about migration and refugees. To this end, academics, policy-makers and representatives of NGOs met at the University of Deusto in Bilbao, Spain (30 January-1 February 2003) to reflect on and debate the state of immigration in Europe. The results are published in this book.




The Migration Crisis in the American Southern Cone

This book analyzes how the increase in migration from other Latin American countries to countries of the American Southern Cone such as Brazil, Argentina and Chile has generated a crisis fueled by the emergence of hate discourses towards migrant populations. While extracontinental migration to Europe, North America and elsewhere has waned over the last decades, migration between Latin American countries has increased dramatically as a product of the differential development of the region’s economies, violence, and political turmoil. This book sets out to explain the effects of these trends by analyzing statistical data, official documents and ethnographic material gathered over a long period of research carried out throughout South America. The volume is divided in two parts. In the first part, it presents a theoretical contribution, synthesizing particularities of intraregional migration in Latin America, as well as the emergence of hate discourses towards migrant populations, developing approaches oriented towards a critical gender perspective. It also underlines important contributions that Latin American migration studies can make to current debates about migration across the globe. In the second part, it presents case studies dedicated to Argentina, Brazil and Chile. The Migration Crisis in the American Southern Cone: Hate Speech and its Social Consequences will be a valuable resource to migration studies researchers by presenting fresh theoretical and empirical contributions to the field from a Latin American perspective.







Challenging the Paradoxes of Integration Policies


Book Description

This book traces Latin American migration to Europe since the 1970s. Focusing on Amsterdam, London, and Madrid, it examines the policies of integration in a comparative perspective that takes into account transnational, national, regional and local levels. It examines the entire mechanism that Latin American migrants confront in the European cities they settle, and provides readers with a theoretical framework on integration that addresses the concepts of multiculturalism, interculturality, transculturality and transnationalism. This work is based on rich qualitative data from in-depth interviews, focus groups and participant observation complemented by a substantial documentary and legislative analysis. It reveals that current policies are limited and migrants are excluded in most of the formal venues for integration. In addition, the book shows the many ways that migrants negotiate the constraints and imperatives of integration. In Western Europe today, immigrants are largely assuming the entire responsibility of their integration. This book provides readers with much needed insight into why European integration policies are not responding to the needs of immigrants nor to society as a whole.

Guide for the linguistic inclusion of migrants

Designed to create tangible materials which support the demands of this context, the INCLUDEED Erasmus+ project aims to integrate migrants and refugees through one of Europe’s greatest assets - their languages. This guide aims to become an ally of both those who wish to deepen their knowledge of the migration phenomenon and those who wish to facilitate the integration process of these groups. Developed from the experience that the Universities of the consortium have in this field (University of Salamanca, University of Bologna, University of Coimbra, University of Heidelberg, University of Poitiers and Trinity College Dublin), this document emanates from a common effort as well as from the will to form an egalitarian society in terms of integration. However, this would not have been possible without the support of various non-governmental organisations (Red Cross, ACCEM, CEPAIM Foundation and Sierra-Pambley Foundation) which, dedicated to the reception and integration of migrants and refugees throughout Europe, have facilitated the identification of difficulties and enabled bridges to be built between different perspectives and joint efforts to converge in the same direction. This guide addresses the various challenges that emerge during the integration period of these groups and proposes solutions that can help this complex process to be successful. Designed as a useful vade mecum for the performance of the tasks of the various groups (language teaching professionals or volunteers, non-governmental organisations and national and supranational public institutions), it is a support tool that guides the actions of those involved in the process of linguistic integration of newly arrived people. It provides them with a better understanding of the situation in which these groups find themselves and of the tools available to achieve this. In short, it is a document that seeks to bring together, through informative but rigorous text, the theoretical advances in this field and to offer various resources that can be put into practice in real life. Finally, we would like to emphasise that the contents of this guide should be understood as suggestions arising from the experience and commitment of those who have worked on its development and as a tool that will help to answer some of the questions that arise in the process of integration of migrant groups. These questions are currently being answered thanks to the committed engagement of all those who are participating in this project. In addition, information from all the countries in the consortium can be found throughout these pages, which broadens the perspective of most of the tools created so far, making this guide truly an international reference work.

The present publication is brought about by the joined researchers efforts to share common concerns and scientific analysis to the global current pandemic Covid-19, which discussions were held abridged during the International Online Congress “Critical Dialogues on Pandemic Perspectives: Global Justice, Rule of Law and Human Rights” comprising professional and theoretical reflections and synergy to promote international academic and scientific exchanging cooperation on the current global pandemic context on reflecting, thinking and scrutinizing government’s, public policies and decision-making process and innovation in the fighting against direct and collateral damages caused by the Covid- 19’s social and institutional impacts, considering transnational implications to the political, economic and the rule of law systems from a Global Justice approach and, locally to human rights’ protection. En este libro, en 15 capítulos, en español, inglés y francés, se abordan temas como la inmigración irregular en el ámbito mediterráneo, la participación de las Organizaciones Internacionales en la gestión de la inmigración irregular, los Derechos Humanos de los inmigrantes en situación irregular, los inmigrantes en situación irregular en el Derecho Español e inmigración irregular y derecho de asilo.En la realidad soplan malos vientos para los inmigrantes, en general, y especialmente para aquellos que se hallan en situación irregular, sea originaria o sobrevenida. Así lo prueban la Directiva de retorno (con toda justicia calificada como «Directiva de la vergüenza») y la Directiva de sanción a los empleadores de personas en situación irregular{ y también puede decirse que existe un empeoramiento de ciertas legislaciones estatales, como la italiana, la francesa, etc. Frecuentemente se utiliza un peligroso mito para referirse a estas personas: son calificadas como «ilegales», a pesar de que ninguna persona lo es. El mito esconde importantes dosis de xenofobia y de criminalización de personas que simplemente han atravesado irregularmente una frontera o se hallan con una documentación caducada.El respeto de los Derechos Humanos de las personas en situación irregular no siempre se produce en nuestros democráticos Estados de Derecho{ en ellos surge con demasiada frecuencia el cinismo del doble o triple lenguaje. El respeto efectivo de los Derechos Humanos (universales, indivisibles, interdependientes, inalienables e irrenunciables) interesa a todos y a todas. Cuando algún grupo de personas sufre su violación, otras personas (en esta hipótesis, muchos ciudadanos de la Unión) no se dan cuenta de que se cuestiona, sufre y peligra la misma esencia de la democracia.
