This report covers the second part (Phase II) of the Installation Restoration Program (IRP) confirmation study at McGuire AFB NJ. This study was directed by the Department of Defense. The overall objective of the IRP is to identify and evaluate past disposal sites and to control the migration of hazardous environmental contamination resulting from such sites. This work may be followed by a Phase IIa effort to define the extent of contaminated migration in those cases where this question has not been answered.

A Phase II Stage 2 evaluation was conducted at Edwards AFB CA under the Installation Restoration Program (IRP). Nine sites were investigated during this study to further define the magnitude and extent of contamination, This study involved the installation of lysimeters, groundwater monitoring wells and soil borings; samples of groundwater is not contaminated at Sites 1A, 1B, 1C, 1D1 and 1D2. Limited soil contamination exists at Sites 1C and 1D1. Site 8 has soil contamination but no significant groundwater contamination. Extent of contamination at Site 5 is unclear, and further monitoring is recommended. The lysimeters at Sites 2 and 3 should also be monitored on a regular basis. The purpose of the Phase II (Stage I) investigation was to determine if environmental contamination had resulted from waste disposal practices at Wright Patterson AFB. In addition, the purpose of the investigation included and estimate of the magnitude and extent of contamination, the identification of environmental consequences of migrating pollutants, and the recommendation of additional investigations to identify the magnitude, extent and direction of movement of discovered contaminants. Only the Phase II (Stage I) portion of the IRP effort at Wright-Patterson Air Force Base was part of this Task Order. Field operations under this task order evaluated 21 sites located within eight zones at WPAFB.
