The United States Air Force (USAF) is currently engaged in a program to identify and mitigate impacts resulting from past solid waste handling and disposal procedures at their facilities. This program is known as the Installation Restoration Program (IRP) and is composed of four phases. Phase II is a confirmation of the existence or absence of contamination which is divided into Stage 1 (qualitative) and Stage 2 (quantatitive) investigations. This volume contains the supporting data and appendices to AD-A156282 which deals with activities at McClellan Air Force Base (AFB) near Sacramento, California.

AeroVironment Inc. conducted a Phase II, Stage 3 IRP Survey at Mather AFB in Sacramento, California. The objective of this survey was to confirm and quantify the presence and extent of contamination at the 7100 Disposal Area, Air Command and Warning (ACW) Area Disposal Site, West Ditch and in the Northeast Perimeter of the base. These sites had been invesigated in 1985 during a Phase II, Stage I Survey and additional work recommended for all four. During Stage 3, thirty-five groundwater monitoring wells were installed, using standard mud rotary techniques. Seventeen were drilled into the water table aquifer and 18 into the confined aquifer. Two rounds of groundwater samples were collected from 35 Stage 3 wells, 1 Stage 2 well, and 8 Stage 1 wells. One round of samples was collected from base production wells. A geophysical survey and a soil gas survey were also conducted at the ACW and 7100 sites.

The objective of this survey was to confirm and quantify the presence and extent of contamination at 15 sites: Drainage Ditch No. 1 and No. 2, Weapons Storage Area, Landfill No. 1, Firing Range Landfill, 8150 Landfill, Runway Landfill, Landfill No. 3, Landfill No. 2, existing Fire Protection Training Area (FPTA), FPTA No. 1 and No. 3, MOGAS Spill, Old Burial Site and Fuel Tank Sludge Burial Pit. Twenty-eight groundwater monitoring wells were drilled and installed (using air rotary with casing hammer for drilling and either PVC or steel well materials). The wells were each sampled twice and analyzed for volatile organics and other constituents. Soil samples were collected from four locations at two of the sites. Also, geophysical surveys were conducted at eight of the sites. The soil samples were not found to be contaminated. The groundwater sample analyses showed that the groundwater at 15 of the 28 wells contained the following solvents: trichloroethylene (TCE), tetrachloroethene (PCE), trans-1,2-dichloroethene (DCE), 1,2-dichloropropane. Nine wells showed concentrations exceeding state action levels. PCE was found in the northeast corner of the base and TCE was found in the northwest corner. Twelve new wells are recommended to help monitor conditions (1) upgradient of sites and (2) in deeper aquifers downgradient from sites. Additional sampling for volatile organics is required at contaminated wells.

This report covers the first (Phase I) part of the Installation Restoration Program (IRP) confirmation study at Travis AFB, CA. This study was directed by the Department of Defense. The overall objective of the IRP is to identify and evaluate past disposal sites and to control the migration of hazardous environmental contamination resulting from such sites. This work will be followed by a Phase II effort to determine if migration is occurring and if so, in what quantities. (Author).
